Extraordinary plan and European funds make the budget the most investor in history (10/07/2017)

The great beneficiaries of the agreement will be the districts, which will realize millionaire expenses and directly manage 17.6 M €, according to the Municipal Budgets project approved today by the Governing Board.

The investment capacity of the City Council will be 96.5 M €, from the extrabudgetary Investment Plan, European funds and treasury surpluses.

The Councilor for Finance and Contracting ensures that 'they are realistic, rigorous and transparent, and have been drawn up with the conviction and assurance that the budgets Murcia needs to keep moving forward.'

The Councilor for Finance and Contracting, Eduardo Martínez-Oliva, presented this morning the draft budgets, which amounts to 408,389,516 euros, compared to 404.4M € in 2016, an increase of 0.98%.

The draft, approved today by the Governing Board, is designed to continue with the execution of the strategic actions of the city model, to strengthen the network of municipal infrastructures put at the service of Murcia and to guarantee the provision of quality public services, With a decided commitment to social policies, employment and culture.

"They are realistic, rigorous and transparent, and they have been developed with the conviction that they are the budgets Murcia needs," explained Martinez-Oliva.

They are the most investing budgets in history and pursue a double purpose: to revive the economy and to continue with the process of modernization and transformation of the city.

The project aims to reduce the tax burden on families and to promote the condition of Murcia as a municipality of opportunities, by means of the subsidy of the orchard lands in the IBI, the freezing of taxes and the reduction of tariffs, among others.

At the same time, "we hold firm our social commitment, increasing funds for social rights, education and youth," said Martínez-Oliva.

Special mention should be made of the planned expenditure in districts and districts, which amounts to € 71.9 million, representing 29.17% of the resources available to the City Council.

Of these, 17.6 M € will be direct or indirect management (through Fomento) of the municipal boards, 13 M € of current expenditure for the maintenance and conservation of sports facilities, municipal centers, colleges, etc .;

25.2 M € of investments planned by the different councils and 15.9 M € extrabudgetary funding, in charge of treasury remnants to carry out works in districts.

Of these almost € 15.9 million, 2 million will allow to increase the investments foreseen in the budgets by the own districts, while the remaining 14 million will be distributed by a commission composed by the municipal groups according to the requests transmitted by the boards.

According to the talks with the Socialist Group, this extrabudgetary investment plan will be approved in a motion that will be presented to the Plenary which gives the green light to budgets.

Of the total investment funds, the neighborhoods and districts will be the big beneficiaries since they will receive millionaire investments, more than 96.5 M €, distributed as follows:

€ 17.4 million from the FEDER Funds Grant Program for the financing of Integrated Sustainable Urban Development Strategies

14 M € distributed by the commission that will receive the requests of the municipal boards

1.9 M € distributed by the municipal boards, included in the extrabudgetary fund

38.7 M € from the chapter on budget investments which, among other projects, includes the actions included in Murcia Río and the Special Plan for the Protection of the Garden, the improvement of communications, cultural tourism and the network of municipal infrastructures.

20 M € of the remaining treasury stock to finance the recovery of the environment of San Esteban, the Old Prison and the green path of the Southern Coast

4.5 M € for the burial of the AVE

In such a way, that the municipal accounts will enable the City Council to fulfill four singular objectives:

To promote the investments that will allow the development of Murcia River and the plan of action of the orchard, a strategic project and vertebrador of the city project

Initiate singular actions already initiated that in 2017 will begin to become reality: recovery of the whole of San Esteban and its surroundings, the Old Prison and Alfonso X and the connection with the AVE buried

Promote funds needed to strengthen economic recovery through employment programs, aid to entrepreneurs and tourism

The protagonism corresponds to the Murcia.

The Budgets ensure support for people with fewer resources or who are at risk of social exclusion, as well as increase resources for education, youth and health policies

In order to carry out these actions, the budget is leveled with income, of which 67.54% is financed with own resources, corresponding 26.21% to transfers from other administrations and 6.24% to loans.

In 2017 direct taxes, which will amount to € 191.8 million, are reduced compared to 2016 as a result of the freezing of tax rates, the reduction of the tax burden on families and companies with lower economic capacity and the elimination of administrative procedures.

On the contrary, a 4.46% increase in indirect taxes - € 14.2 M € - is expected as a result of the 9.1 M € coming from State cession and 5.1 from the Construction Tax, due to the trend towards the recovery of the sector.

The main chapters of the consolidated budget of expenditures - which only increased 0.98% with respect to 2016 - correspond to staff -123.8 M € - and current expenses -176.9 M € -, which allow to face the maintenance of public services that allow That the municipality "works", among them, lighting, waste collection, street cleaning, etc.

Of note is the 45% decrease in financial expenses due to the reduction in interest rates and the early repayment of debt in the last two financial years.

It also reduces financial liabilities, since it is planned to allocate 26 M € for the repayment of loans.

As for the expenditure policy, community welfare will absorb 17.5% of the total, while citizen security and mobility programs will have 13.2%.
