The municipality's seismic risk action plan will begin to be developed after the summer (08/07/2017)

The Governing Board has approved the award of the study service and analysis of seismic risk and the preparation of the local action plan for seismic risk in the municipality of Murcia.

These works will be developed by the University of Almería, for 30 months, with an investment of 118,580 euros.

The aim of the Civil Protection Service is to develop a plan that provides a quick and effective response to minimize possible damages to people, goods and the environment, and to provide, with a municipal organization, means and resources, materials and Which could be required for assistance and protection to the population in case a seismic catastrophe affected the municipality of Murcia.

In this way, it meets the requirements of the Special Plan for Seismic Risk of the Region of Murcia SISMIMUR, which establishes that the municipality has a high vulnerability to an earthquake and that "in view of the results obtained from the analysis of seismic risk , It has been possible to see that all the municipalities of the Autonomous Community can have earthquakes of equal or greater intensity to VII and therefore, all of them have the obligation to elaborate their Plan of Action before the Seismic Risk.

The Local Seismic Hazard Action Plan will allow us to know the dangers of seismic risk, to know the behavior of the different soils in the face of an earthquake, to estimate the vulnerability of the constructions, to establish the organizational and functional structure in the event of an earthquake emergency. Procedures of action of resources and services of municipal ownership and the relation with other administrations and plans of superior scope.

In addition, information procedures will be specified for the population and measures of intervention and damage assessment and activation and response procedures will be established to deal with earthquake emergencies.

The objective of the contract is to carry out all necessary actions to carry out a study and analysis of the behavior of the soil in a seismic process, with the necessary tests for the analysis of the local effects, with studies of seismic microzonation and the Vulnerability of the buildings and evaluation of expected damages, in order to, in application of their results, carry out the study and elaboration of the Local Action Plan.

The study will be conducted in four phases, prioritizing the degree of greater vulnerability, according to the Seismic Risk Analysis of the Region of Murcia RISMUR.

- The first phase consists of Murcia city with the districts of Espinardo, El Puntal, Cabezo de Torres, Churra, Santiago and Zaraíche, Zarandona, Tocinos Bridge, Santiago El Mayor and San Pío.

- Phase 2 will consist of the districts of the Southern Coast: San Ginés, El Palmar, La Alberca, Santo Ángel, Algezares, Los Garres, San José de La Vega, Beniaján, Torreaguera and Los Ramos.

- Phase 3 will consist of the surrounding districts of Vega del Segura and north zone: Javalí Nuevo, Javalí Viejo, La Ñora, Puebla de Soto, Nonduermas, Barriomar, La Raya, Rincon de Beniscornia, Guadalupe, La Arboleja, La Albatalía , El Esparragal, Monteagudo, Cobatillas, Casillas, Llano de Brujas, Santa Cruz, El Raal, Alquerías, and Zeneta.

- Phase 4 will consist of the rest of districts: Cañada Hermosa, Barqueros, Sangonera La Seca, Sangonera La Verde, Carrascoy - La Murta, Corvera, Baños and Mendigo, Valladolises, Los Martínez del Puerto, Lobosillo, Gea and Truyols, Geronimo and Avileses, Sucina and Cañadas de San Pedro.

Phase 1 will develop the Local Action Plan applied to affected populations and will be applied in a general manner to the rest of the municipality in its structure, operation and organization.

This is intended to have such a plan as soon as possible in order to be able to implement it in case of an emergency by earthquake.

Subsequently, with the achievement of the different phases will complete the plan for final approval.

The technical specifications indicate that for the execution of the contract must have personnel with the degrees of Bachelor in Physical Sciences, Graduate in Geology or Mining Engineering, and technical engineer in Computer Systems with management in Qgis platforms.

In addition, the contractor must have at least one seismometer, a Land streamer equipment, geophones, accelerometer and seismic sensitivity cables, seismic impulse hammer and wave sensors, among others.
