Let's change Murcia denounces the PP's "privatizing obsession" (15/06/2017)

The councilman of Cambiemos Murcia Sergio Ramos today accused the Government team of the City Council of the Popular Party to impose its "ideological model" in an "obsession" for the privatization of services that "is being declared irregular by illegal transfer of workers" .

Ramos, who spoke at the special plenary session this morning to discuss an opposition motion on the illegal transfer of workers, which has been approved with the rejection of the PP, has argued that the PP's "privatizing drive" Has led to the signing of "some outsourced millionaire contracts" in which the companies "have only served as passive intermediaries in a relationship from which they emerge more than beneficiaries."

In this sense, it has referred to Tribugest, the concessionaire of the tax administration of the municipality, a work for which this entity takes 7.1 million euros a year from the public coffers, and to which the City Council has ended by Open a sanctioning file for breaching the specifications when subcontracting to another entity, Unipost, for the service of notifications of constraints and embargoes.

In relation to this, for the mayor, the City has incurred a "serious irresponsibility" not to control the way in which the notifications have been carried out, causing thousands of them to have been made in an allegedly irregular manner, which "Can cause economic losses to the City Council", in addition to the damage caused to the affected citizens, and to the workers themselves who have to suffer precarious work.

Faced with this "very serious situation", the Government team "should react and solve the matter", and this must be the termination of the contract with Tribugest and remunicipalisation of the service.

In this regard, Ramos recalled that according to a report from CCOO, the Consistory would save about 4.8 million euros if it were assumed the management of municipal taxes, as in the rest of large cities in the country.

The opposition does the work of the Government team

The councilor of the municipalist formation has criticized the "blockade" of the PP to the work of the Remunicipalisation Board and the Commission of Vigilance of the Contract, in which they were investigated, through a control work by all the Municipal groups, major contracts of the City Council, recipients of 30 percent of the annual budget.

Precisely thanks to the aforementioned Commission, since in its heart "the opposition was doing the work that corresponds to the Government team," it was detected that both Tribugest and Home Help were incurring in alleged irregularities.

However, concessionaires such as Cespa or STV, which receive large amounts of money, could not be analyzed.

"The PP has blocked the Commission," criticized Ramos, for the fact that this body operates with full guarantees "is more than necessary" and should be a priority for municipal government, in order to ensure compliance with the Principle of transparency and that actions that are far from legality are not committed.

For Cambiemos Murcia, from now on, the Commission can not be chaired by a member of the PP, because "you can not put the fox to take care of the hens."

Therefore, he has proposed that this function should be "any other group of the opposition".

Privatizations hamper budget

Ramos has listed the effects of the privatizations, highlighting the "drag" they suppose for the forecast of accounts.

Of the total current expenses and services, with a budget of 175 million euros, 122 are outsourced through companies such as CESPA (68.1 million);

Electromur (5) or STV (8.4), which manages the maintenance of parks and gardens.

It also drew attention to the "benefit-guaranteed" items of private companies, such as Terra Natura, which receives an annual subsidy of € 3 million, and those that administer sports facilities (3) or urban transport (17 ,5).

"This hurts the investment capacity of the City Council and prevents us from having an economic policy in conditions, also affects poor working conditions for workers who, indirectly, work for this council, thus making the Administration closer to citizens in a Authentic manager of precariousness ".

The lack of response of the City in the case of the Ramón Gaya Museum

Ramos has also denounced the actions of the municipal government in relation to the case of the workers of the Ramón Gaya museum.

Since May 2016, when several members of the Ramón Gaya Board of Trustees warned of the Court of Auditors' warnings about the impossibility of continuing to hire staff through an external company, until December of that year, "there was no reaction" Of Crossbow.

The strategy agreed between the Board of Trustees and the political groups not to leave the staff in the air and to avoid closing the museum was, Ramos explained, in the subrogation of the staff by the Board.
