Now Murcia requires that the Casino open free of charge at least four days a month, "according to the law" (23/05/2017)

Alicia Morales recalls that, in addition, "it is a building rehabilitated with the money of all Murcia, each has already paid the equivalent of more than four ordinary entries"

NOW MURCIA demands that the Real Casino de Murcia open the public for free at least four days a month, "as established by current legislation."

The spokeswoman for the formation, Alicia Morales, says that "we find that a private building rehabilitated at the expense of all citizenship of the municipality of Murcia, which is also National Historical-Artistic Monument and, therefore, also Cultural Interest (BIC), does not offer the possibility of the free public visit that marks the legislation, at least four days a month and with a previously announced schedule.

The councilor stresses that "this means that is depriving a large part of Murcia that they can enjoy the visit to this important building, and to know one of the most emblematic historical-artistic monuments of the city of Murcia."

Before this situation, Now Murcia will take to the Plenum of this Thursday a motion so that the City council agrees with the Real Society of Murcia the opening to public and free visit of the same at least four days to the month.

Morales recalls that the Casino was declared a national historical-artistic monument in 1983, so it is now considered of cultural interest, with the category of monument.

This qualification is contemplated in the Law of Spanish Historical Heritage and in the Law of Cultural Heritage of the Region of Murcia.

Thus, the first of them establishes that "holders of real rights over assets of cultural interest, or who possess them by any title, are obliged to allow and facilitate their inspection by the competent Organisms, their study to the researchers, prior Reasonable request of these, and public visit, in the conditions of gratuity that are determined by regulation, at least four days a month, in days and hours previously indicated.

The Law of Cultural Heritage of the Region also establishes that one of the duties of holders of real rights over cultural heritage assets of the Region is "to allow their public visit at least four days a month, in days and hours previously indicated, except Justified cause based on the violation of the fundamental rights, that must be alleged and accredited in an administrative procedure instructed to the effect ".

In addition, the fourth provision of Royal Decree 111/1986 of 10 January, partially implementing Law 16/1985 of 25 June on Spanish Historical Heritage, states that "owners and, where appropriate, owners Of real rights over assets of cultural interest must allow the public and free visit of the same to the people who prove the Spanish nationality.

"In spite of all this existing legislation," says the mayor, "the Casino informs on its website and outside the building that the visit to its interior has a cost of 5 euros, or 3 euros in case of entry From 10:30 a.m. to 7 p.m. That is, the public visiting hours of four days a month are not specified by the current legislation. "

Regarding the rehabilitation of the building, Morales recalls that this was done based on an urban agreement signed by this City Council, "proposing the qualification as an action of municipal interest of the financing and execution by the promoters of the project of restoration works of the Building 'Casino de Murcia', with a final cost of about 10 million euros of public money.

The rehabilitation "was a response to the compensation that the promoters of urban development had to deliver to the City in exchange for it. All this means that every inhabitant of Murcia has paid more than 23 euros for the rehabilitation of the Casino.

"This means," concludes the councilwoman, "that each Murcia has already paid more than four ordinary entries through what was the cost of their rehabilitation, and despite this is still required to pay to visit the monument, without access To him for free one of the four days, at least, that sets the law. It is our obligation to facilitate and realize the right of citizens to have access to culture.
