The home help service will have more staff, technological means and quality audits that will improve the attention to the 1,700 users (10/02/2017)

The terms of reference and technical prescriptions include the incorporation of social clauses, the creation of a call center to handle calls from users and a sanctioning regime with new offenses, classified as serious or very serious, that try to ensure compliance Of obligations.

The new contract, whose bid has been approved today by the Governing Board, has a budget of 14.2 million euros and a term of two and a half years.

The City Council wants to continue guaranteeing a quality service for users of home help and adequate working conditions for the workers who provide it.

With this double objective, the Board of Governors today approved the specification of particular administrative clauses and technical requirements for their contracting.

Assistance at home is one of the programs of care provided by the Council of Social Rights with greater acceptance and demand by citizens.

Last year they offered more than 370,000 hours of service and currently has 1,750 users.

The new tender has a maximum price of 14.2 M € and a delivery period from 1 June 2017 to 31 December 2019, which can be extended annually for 2 more years.

The new company will fulfill conditions that incorporate many novelties regarding the current contract, incorporated with the intention of improving the service to the beneficiaries.

Reservation of contracts for people at risk of exclusion

The special conditions of execution of the contract include new social clauses, whose non-compliance can be considered cause of termination of the contract:

- Training: minimum training of 20 hours per year for all workers assigned to the performance of the contract.

- Gender Equality: it incorporates the principle of equality between men and women applied to both the users of the service and the professionals who carry out their services.

- Recruitment of people in a situation of social exclusion: The current tender specifies that for new contracts, withdrawals and substitutions that are required during the term of the contract, referring to the figure of auxiliary home help, the winning company is obliged to reserve Of at least 20% of these places for the recruitment of people at risk of social exclusion.

- Rights of working people: The contractor is obliged to comply with the obligations established by labor regulations with respect to the personnel employed, as well as payroll and within the periods established in the regulations, as well as the contributions In social security.

On the other hand, in addition to increasing the hourly price of the service, it is also contemplated the possibility of increasing the maximum annual cost of the contract by up to 20%, which will allow to extend the coverage.

With respect to the staff, the conditions presented by the City Council mean an increase in the number of social workers from two to five and a psychologist from one to two and requires the provision of technological means attached to the provision of the service Which result in improvements in quality.

Specifically, the creation of a call center to receive and handle the communications of users, giving daily to the municipal technical team that will monitor the correct response to the demand.

Finally, the company must also equip the relevant media (mobile phone or tablets) with a real-time communication to promote agility in the management and ensure the efficiency and resolution of incidents and / or emergencies that Occur.

Likewise, the successful tenderer must submit annually quality audits and the accreditation of the maintenance of the quality certification.
