City council and NGOs design a plan to rid Murcia families of energy poverty (02/02/2017)

The proposal, prepared by the Working Group of the Network for Social Inclusion and the Council of Social Rights, contains preventive and corrective measures to act on the three possible levels: the price of receipts, family income and the conditions of the living place.

It reaches out to the supplying companies that act in the municipality to constitute a fund destined to finance some of the actions.

The Department of Social Rights, in the hands of the entities involved in the fight against poverty and social exclusion, has designed a plan to effectively tackle the fight against energy poverty in the municipality while protecting families In a more vulnerable situation.

For this, explains the councilor of the area, Conchita Ruiz, the plan 'does not contemplate ideal proposals but difficult or impossible fulfillment, but establishes coherent and realistic lines of work that allow us to effectively address the goal we have set ourselves.'

Thus, the model created focuses on the scope of action of the local administration, with the collaboration of the social entities involved in the fight against poverty and social exclusion, the other organizations related to consumption and the companies related to The production, transport, distribution and commercialization of energy in the municipality.

The document was presented this morning by Conchita Ruiz, accompanied by representatives of the NGOs that constitute the working group of the Network for Social Inclusion that have participated in the elaboration: Red Cross, Cepaim, Cáritas, Regional Administration and social workers of the Town hall.

Pioneer model

The plan, which has been developed without using other models from other cities, presents some unique features.

One of them is that it contains preventive and corrective measures to act in the three levels that allow to fight energy poverty: the price of receipts, family income and housing conditions.

In addition, it has as a novelty the search for the collaboration of the supplying companies so that, taking into account the corporate social responsibility, they create an annual social fund destined to finance measures foreseen in the plan, to the direct condonation of debts after the accreditation of the services The establishment of charging systems for consumers.

According to the data collected in the document, the municipality resides 7,000 families with high or very high risk of suffering energy poverty and almost 11,000 families with medium risk.

To give a comprehensive response to all of them, the plan combines preventive measures with other corrective measures, aimed at immediate attention to those already in that situation.

In the preventive measures, information and training actions aimed at the rational use of energy and the optimization of contracted services, as well as those aimed at improving the energy efficiency and the thermal insulation of the dwellings, are assembled.

They will be interventions aimed at obtaining a detailed and up-to-date knowledge of households with energy poverty, organizing information campaigns on energy efficiency, providing a technical space for coordinating actions on energy poverty, creating a housing census on energy deficiencies and promoting Corporate social responsibility of supplying companies.

Emergency Situations

The second block of measures, the corrective ones, are oriented to face situations of urgency by means of a system of aid, intervening in homes with threat of cut of supply, with energy poverty or with deficiencies that affect the consumption of electricity.

Among these measures is the establishment of a register of vulnerable consumers and vulnerable vulnerable consumers, the implementation of an agile system of communication with suppliers to accredit situations of social exclusion and prioritize social emergency assistance to avoid cutting When they have affected minors, dependents, people with disabilities or those who are chronically ill.

Likewise, it is planned to promote a system of aid for small domestic adaptations linked to energy saving: faucets with less flow, led bulbs, bathtub elimination, insulation in windows, etc., along with the creation of a fund to finance comprehensive reforms of Houses of families without resources that can not access the regular calls for grants because they can not contribute the part corresponding to the funding that is required.

Roadmap for Participation

The draft plan will now be sent to the Network for Inclusion, as well as to consumer associations, energy supply companies, Aguas de Murcia, social service professionals and competent municipal services (housing, urban planning, etc.) .

Until February 18, they will be able to present their suggestions and proposals, which will be incorporated into a new document that, after submitting to the Network, will begin its processing for the Plenary.

In principle, if the estimated deadlines are met, Murcia will have its plan to combat energy poverty in the spring.
