The Department of Modernization works on the contract for the service of Multiservice Data Network, Mobile Telephony, Fixed Telephony and Voice System for the City of Murcia.

All municipal centers of districts will have broadband and a state-of-the-art telephony system

The Council for Modernization of Administration, Urban Quality and Participation, led by José Guillén, is working on the specifications to contract the service of Multiservice Data Network, Mobile Telephony, Fixed Telephony and Voice System for the City of Murcia, Which was approved at the end of last month in the Government Board and which has been dealt with at the meeting to answer various technical questions raised by the bidders.

This technical specifications are established to cover the services currently in operation, as well as the extension study, updating of the existing network and supply of all the necessary material for its implementation.

The bidding process has already started when published in the contractor profile.

The winners of the three lots to be tendered must provide all the services currently contracted by the City of Murcia, anywhere in the municipal territory including the districts, either through own or third-party resources, without this implying a modification of the offer And prices offered.

The maximum budget for the four years, which is the term of the contract, amounts to 10,015,871.80 euros, with the following breakdown:

Lot 1: Multiservice Data Network: € 5,514,671.80

Lot 2: Mobile Telephony: € 1,427,800.00

Lot 3: Fixed Telephony and Voice System: 3.073.400,00 €

The City of Murcia will evolve its telephone network to a voice over IP solution, which, regardless of the solution selected, will involve profound changes in municipal data networks.

Internet free and free

The object of Lot 1 is the multi-service virtual private data network of the City of Murcia that performs the transport of data between the municipal offices in a private and secure way, guaranteeing the bandwidth required for each service (data traffic, voice, multimedia , ...), as well as access to the Internet from both clients and public access servers and any other device that requires it.

For all the municipal offices indicated in the technical specification sheet, and in the sports centers and supply places, will be available as a result of the contract of a service of Wi-Fi network to access the different services of the network of each headquarters (access to Internet and local network).

The wifi access will enable, with the limitations and requirements that the legal regulations establish, that citizens use the Internet in a free and free way and that municipal employees can access the City Council Intranet securely, validating in the corporate access directory.

Within Lot 1 will also be provided two video conferencing systems to be installed in two of the main venues of the City of Murcia (buildings Annex and Abenarabi).

The winner of Lot 2 must ensure that the links to the mobile network are sufficiently sized and that the mobile system is fully integrated with the Private Numbering Plan of the Private Fixed Telephony Network, making it possible to access the mobile terminals by numbers Of extensions.

Different types of terminals, always compatible with 5G, 4G and 3G, that can operate in bands 900 and 1800 MHz should be offered. They must include a terminal renewal plan and the successful bidder will carry out the substitution of all the terminals to the Signature of the contract.

Lot 3 aims to define the technical requirements and general conditions that must govern the contracting of the Fixed Telephony Service and Voice System, based on an IP telephony system, installed in the different municipal buildings.

The minimum scope is the migration of all municipal headquarters to IP telephony and elimination, as they are unnecessary, of the telephone exchanges that exist in any of them.

Leading technology

In any case, the solution proposals will guarantee at least the same services or services already existing and the solution must already be tested and operative in other similar installations, not accepting experimental solutions.

The main novelties of this contract will be:

The extension of the broadband to all the municipal centers of districts (about 165).

The incorporation to the private municipal broadband network of 10% more seats (15).

Wifi service in all the districts of districts, in sports pavilions and in squares of supplies for access to Internet of the citizens and to the private network by the municipal employees.
