Now Murcia affirms that the integral rehabilitation of the peace requires change the modification of the pgou n ° 93 and not only the special plan (18/01/2017)

- Alicia Morales stresses that the rehabilitation of the neighborhood "must be comprehensive and not only urban, addressing demographic and social aspects, to ensure that La Paz will no longer be an area of the municipality very vulnerable socially and economically"

NOW MURCIA affirms that the integral rehabilitation of the neighborhood of La Paz demands to annul the punctual modification of the PGOU n ° 93 and to process a new one, instead of only modifying the PERI (Special Plan of Internal Reform), that is what has proposed the PP In the working group on La Paz that has been constituted today and has begun to work in the City.

The spokeswoman of the municipal group, Alicia Morales, says that in addition to this technical consideration the rehabilitation of the neighborhood "must be comprehensive and not only urban, addressing demographic and social aspects, to ensure that La Paz will no longer be an area of the municipality Very vulnerable socially and economically. "

Morales explains that "only by changing the PERI is not enough, since it does not allow to make all the changes that the neighborhood needs, because it is a legal framework that only allows some actions. Integral it becomes essential that said modification of PGOU n ° 93, to adjust to the economic and social reality, guaranteeing the success and feasibility of this improvement in the neighborhood.

Miguel Ángel Alzamora, a member of the Now Murcia Coordinator and an expert on Social Affairs, points out that "after decades of total abandonment of the neighborhood, we now have an opportunity to do things well. From the social point of view: education, training, employment, social services ... The social must be the priority and the cornerstone in the rehabilitation of La Paz, for which a thorough and rigorous diagnosis is essential. "

In this sense, Alzamora points out that "it is not enough with the studies that Fomento did, which pointed out that the neighborhood has the highest vulnerability indexes in Spain, especially in housing, but that new studies are needed to analyze the history Social disaster that suffers the neighborhood, and also reproduces from parents to children: overcrowding, semi-ruinous housing conditions, are the first groups affected by unemployment in times of economic crisis ... The families that live there have a huge amount Of problems accumulated and very serious, so you have to work with them from the beginning if you really want to rehabilitate the neighborhood. "

The sociologist and social worker recalls that "the neighborhood was built mainly on social housing, mostly 40 and 50 m² and with an average of 6 people per house, ie overcrowded. Regional and municipal governments of the PP and the PSOE have not made any public policy the neighborhood, whose management has been a real aberration.

Alzamora denounces that "La Paz is a typical example of how a neighborhood is allowed to die socially and urbanistically, because its proximity to the center of the city motivates the interest of the speculators to demolish the neighborhood to expel the population and introduce another type Of residences, businesses, etc. This was what was intended with the project of the promoter Lopez Rejas, which fortunately failed because of the crisis, and now we have a historic opportunity to do things well that we can not miss.
