Let's change Murcia proposes to charge the IBI to the Catholic Church and other confessions (18/01/2017)

The councilman of Cambiemos murcia Sergio Ramos is going to raise a motion to the Plenary this month so that the City Council takes a municipal census of the rustic and urban properties that are in the name of the Catholic Church and other religious confessions so that they pay the Tax Of Real Estate (IBI) for those spaces that are not dedicated to worship.

At a press conference, Ramos recalled that the IBI is the most important tax of municipalities for its impact on municipal finances and that in the case of Murcia, income from this tax reached 116 million euros out of 400 Received the municipal coffers last year.

In his opinion, the model of taxes of the City of Murcia is "little redistributive and unfair" as it shows that residents in historic neighborhoods like El Carmen or El Infante pay more for their homes than those who live in the "Golden Mile" , In Juan Carlos I.

"It is not a receipt that while any citizen is fined for the minimum change in their houses in the orchard of Murcia, with aerial photographs and the maximum diligence, we are leaving to enter an important budget", that according to approximate calculations is of 700,000 euros Annually, "for not complying with the legislation in relation to the Church," he said.

Only the spaces for worship are exempt from paying the IBI, according to the Concordat signed in 1979 by the Catholic Church and the State and different cooperation agreements signed in 1992 for other religious denominations.

"But the truth is that they are not paying for any of their properties, and there are many," added the councilman.

As an example, he cited the case of Granada, where the Church owns 352 properties, including luxury hotels, commercial premises, parking spaces and homes, which saves two million euros by not paying the IBI.

Also in Lugo and Almeria has parking facilities that have leased to private companies, and for which it does not contribute.

In Zaragoza, according to Ramos has commented, the Consistory has promoted a control by the elaboration of a census of buildings that are not destined to the cult.

In the Aragonese city, the Catholic Church owns 150 properties valued at almost 90 million euros, and saves about 600,000 euros per year as an IBI.

In Murcia could be saving about 700,000 euros if extrapolated national data, "and even that amount may be greater if we consider that the Church has many properties in this municipality."

A figure, added Ramos, "nothing negligible" in the face of social shortcomings and cuts in public services.
