Less taxes on the tax rebate and 18% more on investments, highlights of the 2017 draft budget (23/12/2016)

The Councilor of Finance presents a proposal that consolidates the city's project and qualifies as "realistic, responsible and rigorous, designed with everyone in mind, because it fulfills the objective of responding to the main demands of Murcia and solving their problems."

Among the actions planned include the promotion of the Murcia River Project and the Special Plan for the Protection of the Garden, as well as the improvement of communications and the items destined to new infrastructures and endowments for neighborhoods and districts.

A period is now open for municipal groups to submit proposals and suggestions to improve the document.

The draft budget of the City Council amounts to 406.6 million euros, compared to 404.4 million euros in 2016, which is an increase of 0.5%.

The Councilor for Finance and Contracting, Eduardo Martínez-Oliva, has delivered the document this morning to the municipal groups so that they can study it and present their proposals and suggestions, facilitating participation and the possibility of reaching agreements.

The project, explains the head of the municipal finance, is "realistic, responsible and rigorous and designed with everyone in mind, because it fulfills the fundamental objective of responding to the main demands of Murcia and solving their problems."

The proposal is "clear and transparent," said Martinez-Oliva, who insisted that it contains the petitions and agreements approved in recent months by the Plenary.

The accounts designed by the Government Team are aimed at meeting four specific objectives:

- Promote the investments that will allow the development of Murcia River and the plan of action of the orchard, a strategic project and vertebrador of the city project

- Put in place singular actions already started that in 2017 will begin to become reality: recovery of the whole of San Esteban and its surroundings, the Old Prison and Alfonso X and the connection with the AVE buried

- Promote the necessary funds to strengthen the economic recovery through employment programs, aid to entrepreneurs and tourist stimulation

- The protagonism corresponds to the Murcia.

The Budgets ensure support for people with fewer resources or who are at risk of social exclusion, as well as increasing resources for education, youth and health policies

In terms of income, the decrease of about € 1 million in direct tax revenues is a consequence of the lower tax pressure in the tax regulations.

On the contrary, in 2017 it is foreseen that 2 € € increase of the contributions of the State.

Better financial health

Of note in the expenditure chapters is the drop in the financial burden of almost € 4 million, as a result of the reduction in debt due to the early repayment of loans.

A trend that is expected to continue in the following year, which will allow the amortization of more debt than is contracted, reflecting the good financial condition in which the City Council is located.

The increase in the most important expenditure is recorded precisely in the investment chapter, which grows 18% and is endowed with € 36.5M, or € 5.6M more than in 2016.

In addition, the municipal coffers will have the next financial year of about € 20m more from cash surpluses, with funding allocated, which will allow financing large projects that are already under way:

- Recovery of San Esteban and its surroundings: the drafting of the master plan, the reservoir conservation contract and the pedestrianization of the surroundings are currently being contracted.

- Rehabilitation of the Old Prison: after the signing of the agreement with the College of Architects to celebrate the pre-project competition for the rehabilitation and use of the property.

Once the ideas are valued, the basic rehabilitation project will be drafted, whose works can begin immediately, since there is a financing of € 2.1 million

- Financing of emergency or emergency works related to the heavy rains of past days

This means that the City of Murcia will have next year an investment capacity of 56.5M €.

In this sense, the Draft Budget provides funds necessary to implement some emblematic and relevant projects for the municipality.

Among them:

§ Murcia River Project and Special Plan for Protection of the Garden:

- New access to the Segura River.

Includes phase I, with a budget of € 450,000

- New infrastructures of the West Park: 350,000 €

- Adequation of the river bed: right and left bank of the river: € 225,000

- Adapted botanical garden: 150.000 €

- Rehabilitation of meanders as public parks: € 50,000

- Development of the Center of Interpretation of Contraparada: 200.000 €

- Adequacy of paths and paths of the orchard: € 75,000

- Rehabilitation of the Love Mill, in the Albatalía: 200.000 €

- Rehabilitation of the Funes Mill, in Rincón de Seca: € 250,000

- Rehabilitation of the Molino Batán, in Zarandona: € 217,000

- Rehabilitation El Castellar, in Churra: € 50,000

- Rehabilitation Torre Falcón, in Espinardo: € 100,000

- Rehabilitación acequia El Raal: € 100,000

- Rehabilitation acequia Azacaya, in Beniaján: € 100,000

- Rehabilitation of historic buildings: € 150,000

§ Improved communications ::

- Access of the AVE underground to the city: € 50,000.

The municipal contribution for all works amounts to € 6.63m, of which € 4.49m has been financed so far, ie, the planned contribution up to and including the 2018 annuity has already been met.

- Bicycle lanes and bet on the bicycle: € 480,000, which add to the projects currently running on the river bank and the connection of Ronda Sur and Juan Carlos I.

- Deterrent car park in Ronda Norte: € 250,000

- Replacement of pavements, sidewalks and sidewalks, opening of roads and other infrastructures: 1,9M €

§ Cultural tourism:

- Recovery of the whole of San Esteban and its surroundings

- Rehabilitation of the Old Prison

- Project of signaling of tourist enclaves: 250.000 €

- Works for the valorization of the Wall of Santa Eulalia: 1M €

- Replacement and conservation Horse Riding Hall: € 215,000

- Enlargement of the Museum of Science: € 200,000

§ Districts and districts:

- 33 million investment, to which are added the items of current expenditure managed by each municipal board

- For the first time, the municipal accounts collect in detail the budget of each of the districts and districts as individualized cost centers

- For the first time, the remainder of investments not made during the financial year will be included in the corresponding items in the same hamlet in the following year

- The budget available for communal services of districts grows 282%, while the money provided for decentralization increases more than 28%

§ Social policies, youth and housing:

- Increase of 9% in funds for social assistance

- Increase of 26% in the headings to cover social housing rents

- The commitment to youth policies continues, growing by 16% compared to 2016, when it had already registered an increase of more than 40%

- Endowment of € 250,000 to finance the social IBI, aimed at families at risk of exclusion

§ Other relevant actions:

- Continues the plan to provide study rooms and libraries to neighborhoods and villages: 800,000 € for the construction of a library within the project of the new municipal center in Beniaján, and 300,000 € for the library in El Palmar, which add up To the projects underway in Los Dolores, Ronda Sur, Sangonera la Verde, Alquerías and Torreagüera, next to the recently inaugurated in Sangonera la Seca

- Repairs in schools and kindergartens: € 1M

- Construction of changing rooms and artificial turf in football fields of Los Ramos and San José de la Vega: 1.3M €

- Underground containers in districts and districts: € 300,000

- Improvement of lighting: € 1M

- Rehabilitation and improvement of the places of supply: € 500,000

- Extension of Churra's practice: € 300,000
