The Second phase of urban rehabilitation of Los Rosales incorporate an employment plan aimed at local people (04/11/2016)

The Board of Governors approved the extension of the works and their tender, whose investment amounts to 1.8 million euros.

Along with the urban renewal carried out a project of social intervention aimed at encouraging local coexistence, integration and participation.

The company to take charge of the works will be obliged to incorporate its workforce by 30% of people in the neighborhood are unemployed, half of them under 30, and 50 long-term unemployed remaining%.

The rehabilitation of the district of Los Rosales is far from being an urban renewal project, since from the outset has adopted a fundamental social dimension, designing measures aimed at improving the living conditions of its inhabitants.

So the project and tender documents for procurement of works of Phase II of the plan of regeneration and renewal of this neighborhood, this morning has received approval, it will be developed jointly with a social project aimed at local people.

This was done with the I phase of the program, and will also be implemented for expansion.

In this way, they will be launched will work in seven different lines of social action:

- Information office in the Plaza de las Acacias: As a point of information and encounter the project and neighbors where they can make inquiries on the status of the work and social activities that run.

also it serves as a collection point registration for courses, curriculum, etc.

- Actions aimed at promoting employment: It has been incorporated into the specification of technical and administrative conditions of the rehabilitation and conditioning a clause mandatory, in which the contractor shall incorporate in its workforce for this work a 30% of unemployed workers neighborhood.

And of this 30%, 50% are younger than 30 years and the remaining 50%, long-term unemployed.

In addition, a business incubator organic farming in El Palmar be created and training courses, lectures job counseling, collecting curriculum for inclusion in the Employment of the City and for the younger Jan program Youth Guarantee will be made.

- Constitution of Owners: Information, advice and training to owners and tenants, to form communities of owners of buildings affected by the works and approval of rules of coexistence.

- Social and educational initiatives: a workshop on "Basic DIY and simple home repairs" will be launched to maintain housing in good living conditions, basic knowledge of electricity, plumbing, painting and masonry;

workshop "family health" for disease prevention, healthy eating and use of public health resources;

and a workshop "first aid".

- Performances of local participation and promotion of coexistence: In order to "improve the local coexistence in the neighborhood" have been designed actions related to "Café Barrial" meeting point for neighbors to address issues that affect their welfare and local coexistence;

Workshop history and future of the neighborhood, with photographic exhibitions;

and work on the street.

Conflict mediation and accompaniment.

- Raising awareness on health and environmental aspects: To respect the neighborhood, take care and improve, it is the goal of this campaign.

- Youth Plan.

Urban Art: Create opportunities for youth participation through urban art: courses stencil, mural painting, etc.

This social intervention plan already carried out in the realization of the first phase, and will be renewed for the expansion that now arises.

In this regard, the Board of Governors approved this morning the project and tender works, with a starting price of 1.8 million euros, financed by the city, which will provide 1.1 M €, equivalent to 62% - , the Ministry of Development -570,000 €, 31.5% - and the Autonomous Community -118,000 €, 6.5% -.

The project includes the rehabilitation of 259 homes, including 61 municipal, distributed in 10 blocks of buildings and their intervention has an execution period of 7 months.

Acting primarily affects buildings of the north and south, where the most degraded buildings are located and where the works are executed, will be renewed for 71% of the neighborhood and will start the process to complete the plan covering the remaining 29% .

Following the first phase

The completion of the first phase, which ended in May, allowed rehabilitate 379 homes distributed in 14 blocks, in which the facades was adapted, renewed and improved sanitation access areas to buildings.

In addition, the common spaces in the neighborhood were redesigned and paving, furniture and lighting was renewed.

All this, with a budget of almost 1.7 million euros.

In this way, and once completed the phase II will be carried out rehabilitation of 638 houses and 24 blocks, which will have invested a total of 3.5 million euros.

Next year this second phase will be completed and will be implemented actions to tackle the third and last, with a new social plan.
