The conflict, dating back to 2011, began when the Department of Fine Arts and Cultural Assets intended to define the BIC environment based solely on a visual approach.

This resulted in an administrative dispute initiated by the city of Murcia, since there are areas from which neither the Aqueduct and Noria is observed but should be defined.

Finally, after more than five years, the dispute was resolved last July, partially upholding the appeal of the City of Murcia.
