Closed preliminary agreement with public employees that improve citizen services and the productivity of workers in the City (11/10/2016)

It is valid until December 31, 2019 and includes the implementation of a Plan for Modernization and optimization which will provide more effective, efficient and close management.

The draft agreement, which was signed today and will be ratified with the final agreement before October 31, guarantee social peace at City Hall.

It incorporates measures to reconcile work and family life of workers and increase public safety by providing for more effective hours of local police.

Councilman Administration Modernization, Urban Quality and Participation, Jose Guillen, today released the preliminary agreement on working conditions of civil servants and collective agreement of the workforce, which has been approved by CCOO, UGT, CSIF and SPLRM-ATABAM the unions representing most of the workers in the City.

Guillen has also met with local groups, involved in the negotiating table.

The consensus reached in practice will mean improved citizen services, while increase worker productivity.

This will be possible with the implementation of a series of measures to improve training through a system of continuous learning, which will substantially increase the perceptions of workers until 2019.

In addition, advances will be made in reconciling work and family life, improving time systems easing in the next two years.

There will also be benefits for public safety, since that will increase the actual hours of service of the local police.

Thus, it has been agreed with the workers the implementation of a Plan of Modernization and Optimization of Human Resources and a new organizational strategy management to increase efficiency, effectiveness and productivity, with measures including: development functional flowcharts of each municipal service;

creating table quality and efficiency;

the call for all internal promotion places;

the provision of jobs;

and the convening of all provisional spaces headquarters section, negotiated and unity.

Once launched the tables Quality and Efficiency, these may propose complementary systems, justifying the collection of supplements productivity, in view of objective criteria of efficiency and modernization of these services.

This makes for social peace for the next four years until 2019. The final agreement will be ratified before October 31.

Higher perceptions and increased productivity

Guillen has expressed his "satisfaction to have reached this preliminary agreement that will improve the working conditions of the officials of the City of Murcia while increasing productivity and therefore provide better service to citizens."

The council has wanted "to thank the majority of union representatives and municipal political parties their willingness, good weather and understanding that has made it possible to reach this agreement, which aims to make the entire workforce see improved working conditions."

"This -HA added Guillén- want to achieve a more modern, more flexible, closer to the citizen administration, to provide quality services and better remunerated public employees with incentive systems for productivity."

Increased formation

The draft agreement includes creating special reduced complement dedication to career officials and temporary staff, staff labor fixed workforce with permanent or indefinite not fixed, temporary and contract staff contract vacancy.

The attachment to this regime will carry out 15 hours of training in the remainder of 2016 and 30 hours the remaining years of the agreement or, failing that, the performance in actual working time.

These hours may be credited with the formation of attending classes or online, from any of the courses that are offered to workers by local, regional governments, business federations, unions or union branches, council and board staff.

It will be a progressive increase in the annual perceptions of workers until 2019, in exchange for training or work.
