The Civil Guard detained a resident of Murcia for the crime of animal abuse (30/08/2016)

Apparently, the animals were beaten constantly

The investigation was initiated thanks to the cooperation of citizens

The Civil Guard in the region of Murcia has developed the operation 'Diogenes', an investigation to clarify some facts of animal abuse in a house in the capital, which has led to the arrest of a woman on suspicion of crime on protection of flora, fauna and domestic animals (animal abuse), and seized five dogs and malnourished with serious injuries.

Thanks to the cooperation of citizens, the Meritorious began operation after being informed that a neighbor of the hamlet of Murcia Los Ramos might be appropriate all the dogs that were in the vicinity of his home.

Shortly after declaration was taken to a local resident in the barracks Torreagüera, where he alleged that he had lost his dog and that he was in the house of the suspect in "appalling conditions", reporting that was tied on the porch of property, in a house in the sun with extreme heat, no water and is fully covered with blankets preventing ventilation.

The Civil Guards were moved to the area and interviewed neighbors who reported daily episodes of consistent animal abuse in which beatings and constant screeching cries of dogs that came from inside the house were heard.

Collaboration with the Animal Rescue Association Murciana

In one of the monitoring established on housing under investigation, civil guards listened in situ the shrieks and groans of suffering of dogs coming from inside the house so, given the seriousness of the facts, took steps to intervene as swiftly as possible requesting collaboration to Murcia Association of Animal Rescue (AMRA), which, after being informed of the facts, was made available agents without skimping media, providing the collaboration of veterinarians and volunteers, as well as taking charge of guardianship and care needed by the animals in the case of being seized, all in solidarity.

Once obtained all necessary evidence and put the facts to the attention of the Office of Environment and Court of Instruction No. 1 of Murcia, and given the urgency to intervene to ensure the animal victims of alleged abuse, agents have been out entry and registration in housing accompanied by a veterinarian AMRA to check the status of animals, proceed to cure them and, if necessary, make confiscation.

During registration, agents have found that inside the house five dogs of various breeds and sizes in poor health and hygiene conditions, with lots of garbage in the rooms were up to a meter high, and riddled with cockroaches, ticks and fleas, so we proceeded to confiscate the dogs to verify that they were in a sorry state, with parasites, contusions caused by abuse, malnourished ate bread and leftover raw, rotten meat and wounds caused by ropes very tight they are wearing a collar.

The owner of the house, which is in a state apparently alienated and possibly suffering from Diogenes syndrome, has been arrested on suspicion of crime on the protection of flora, fauna and domestic animals (animal abuse).

He has subsequently been released with charges and has requested emergency services social services City of Murcia, that all actions that apply in such cases, in order to attend the now arrested are made.

The Spanish detainee, 62 and resident of Los Ramos Murcia, along with dogs and the proceedings, has been made available to the Magistrate's Court in Murcia.

Campaign against abuse and neglect of pets #YoSiPuedoContarlo

With the main objective to sensitize citizens to promote the necessary measures for the protection, management and welfare for pets, as well as to denounce those behaviors contrary to animal welfare which they have knowledge, the Civil Guard began last July 29 campaign # YoSiPuedoContarlo.La campaign is being released through the official channels of the Civil Guard in different social networks and in the media who wish to join the initiative or to echo it.

During 2015, the Civil Guard became aware of 10,793 administrative offenses and crimes in which 609 were arrested or investigated for animal abuse 426 people (4,000 of them dogs).

This shows that there is a problem of abuse and pet abandonment, which must be denounced to try to eradicate it and, of course, to put the animal to safety as soon as possible and punish perpetrators, as this contrary behavior to animals, besides being intolerable, they are offenses under the Penal Code.

The Civil Guard has detected an increase in public awareness, not only through formal complaints, but also among users of social networks, as evidenced by the fact that one of the issues that most interaction generated in our Twitter followers and Facebook is the application of citizen cooperation to solve crimes of abuse to animals or the fact that the citizens themselves who send us information and photographs of abuse cases to investigate.

The second objective of this campaign is to raise awareness that having a pet is a big responsibility, because it is not a whim and then when it comes to caring for or when you want to go on vacation, they can leave.

Animal abuse data in 2015

Among the violations and offenses detected in 2015 it is necessary to review the 450 dogs that were abandoned;

23 dogs hanged;

the 44 victims of beating or beatings of which 23 died;

47 injured with firearms, of which 27 died, and 115 dogs poisoned.

To these figures must be added the 97 dogs found in a state of malnutrition and 353 victims of robberies and thefts.

With respect to previous years, it is noteworthy that there has been an increase in cases of crimes of abuse or neglect of domestic animals (294 cases in 2014).

This increase in crime is motivated by greater public awareness to the problem of animal abuse that has led the public to report these facts to the competent authorities and the reform of the Penal Code of 2015.
