Citizens' Miguel Cascales knew and tolerated irregularities in the maintenance and use of sports facilities " (11/06/2016)

The Special Commission of Inquiry into the management of municipal sports facilities has detected several irregularities, including the violation of the Act Grants

The Special Investigation Commission of the City of Murcia, in charge of investigating irregularities in the management of municipal sports facilities in recent years, last Friday submitted its findings to the Legal Services City to debug potential liabilities.

The tested by this committee, driven by citizens, and chaired by the councilor of this Group, Francisco Javier Trigueros, they showed that it was Councillor for Sports City of Murcia, and now deputy of the Regional Assembly, Miguel Cascales, known facts and tolerated during his time as head of the council the transfer to sports clubs and village headman from direct management of municipal sports facilities and economic exploitation, despite that these were public facilities, neglect of duties that led to irregular practices and depriving the city of money generated by the use of municipal facilities, but would stop individuals.

Among the irregularities investigated hiring janitors who were responsible for the maintenance of soccer fields that were paid with money directly charged to users or management of canteens by sports clubs demonstrated without from entering the gains in the City box, permitted by Cascales situation during his time as Councillor for Sports.

The Commission also found that in the period between 2011 and 2015 more than 4 million were awarded in direct grants, compared with 150,000 euros to be granted through a public call, thus violating the Subsidies Act which states as an ordinary system that of competitive basis against direct allocation method, by which the City Council gave "a finger" over 90% of sports grants.

Among the measures proposed by the Commission it was agreed to transfer the findings to the legal services of the City of Murcia for potential liabilities, both administrative and criminal, also set out to recover for the council direct management of sports facilities, putting an end to the irregular hiring janitors and economic exploitation by individuals of municipal soccer fields and establish the call for grants on a competitive basis as a rule, avoiding the concession "finger" of sports aid.
