A new law regularized the name of roads, public spaces and buildings (11/06/2016)

The Department of Commerce, Organization and Institutional Relations, who heads Maruja Pelegrin, approved the draft regulation on the naming and labeling of roads, public spaces and municipal buildings and numbering of buildings in the municipality.

This document contains the rules on the allocation and modification of the name of roads and urban areas of the municipality of Murcia, the naming public buildings of municipal ownership, the labeling of roads and urban spaces and numbering of farms and buildings the municipality of Murcia.

For naming roads and public spaces and public buildings of municipal ownership, the following criteria will be considered:

a) any name that is suitable for identification and general use can be chosen.

b) In the case of use as people name names it ensures that the designated person has a special relationship with the municipality, either because of their profession or occupation or life path.

In case of lack of such a relationship it will seek to question a person's prestige at national or international level.

c) No names that may mislead may be used, are rude, cause hilarity or are discriminatory.

d) It shall seek to maintain consolidated by common or popular use names.

e) Amendments to existing names can only be made in cases that continue to be properly justified in the proposal, and shall be weighted by the City Council to consider the possible losses that may arise for residents affected by the amendment.

f) The designation and revision of designations must take special care to respect the requirements of the European, national or regional legislation that impinges on the criteria and procedures for selection or establishment of the names of roads and public spaces and public or official buildings, with special emphasis in regard to the criteria established by the existing legislation on gender equality, historical memory or terrorist violence.

In addition, in general, the naming will take place in response to the toponymy and predominant nomenclature in the area, no existing names are repeated in the official street and can not be split streets by their morphology must be single name .

In the case of names of public municipal buildings, it will ensure that the proposed name is related to the building to be called either by their physical location, history of the building or activity or function to which you are or have been assigned.

In naming the following recommendations will also, in general:

a) The use of foreign names should be given or provided their phonetic pronunciation does not differ too much of your spelling, so that never prove difficult adaptation and use by citizens.

In any case, they are written in the language of the country of origin of the character.

b) The names of people Tables should be short, clear and unmistakable using the name and surname or two surnames unnamed, must be preceded by the profession if it involves a greater identification

c) pseudonyms or stage names are used whenever people are more known by these than by his real name, in order to further identification.

d) dispense with the use of the preposition "of" or "the" in the name of street ( "street ...").

In each case shall state plan of the road or public space affected and report explaining the new name or alteration of the existing name, indicating the reasons for the choice of name, and in cases of proposition names that refer people, must be provided brief biography of the life of the proposed.

In districts, the file must have non-binding report of the neighborhood affected.

Later the commission of streets will issue non-binding report by a simple majority of its members, on records and then be finally adopted at Municipal House.

The streets commission will be composed of all political groups with municipal representation, the competent councilor, the official chroniclers of the city and an official appointed by the Academy Alfonso X the Wise member.
