A new management of municipal technological resources will save up to 20% (04/03/2016)

The Governing Board OKs creation of Committees of Strategy and Management of Government Information Technology that will better understand the real situation and propose improvement actions.

This initiative is key to the process of modernization of the City Council, implementation of new technologies to serve the residents of Murcia and in the township smartcitys

The Board of Governors approved the creation of the Committees of Government Strategy and Management of Information Technology, which aims to evaluate, direct and monitor information technology to provide the maximum possible value.

This will take place a strategic and comprehensive planning in alignment with the overall objectives of the City Council which, according to some studies, will save up to 20% in costs.

At the end of the initial draft implementation you may better understand the real situation of information technology at City Hall, enhance the value they provide by applying better policies, procedures and organizational changes, easily define the objectives of these technologies in the medium term and have a catalog of improvement actions, allowing the transmission of a more modern and innovative image of the City.

Subsequently, a set of best practice actions that will define the Improvement Plan of the Government of the Technologies of the City of Murcia will be agreed.

The Government Strategy Committee shall have the following objectives:

- Ensure that IT issues are present regularly on the agenda of the government team of the City.

- Provide advice and information to the municipal government team in relation to the following aspects of IT:

- Relevance of their projects from the perspective of the main municipal functions.

- Align them with the overall strategy and objectives of the City Council, analyzing the current and future strategic issues and advising on strategy.

- Availability of capacities, infrastructure and resources to achieve the objectives in this area of ​​the City.

- Optimizing costs.

- To monitor the municipal major IT projects

- Promoting the use of good governance of IT by the municipal government team.

- Establish the basic principles of IT within the City Council, such as transparency, as well as investment policies and prioritization of initiatives, all in line with this strategy, budgets and objectives of the City.

The Government Strategy Committee will be chaired by Councilman Jose Guillen and composed by Roque Ortiz, Antonio Navarro, Eduardo Martinez-Oliva, Lola Sanchez and Jesus Pacheco, besides the Head of Computer Science.

For its part, the Government Steering Committee of Information Technology is responsible for implementing the strategy defined by the municipal government team.

The main functions of this committee are:

- Coordinate and supervise IT projects and services of the City.

- Helping executives IT Strategy Committee of the City Government to implement the strategy in the field, providing the necessary reports on the current situation or particular needs of this.

- Decide on what global investments and how they should be prioritized and distributed such expenses.

- Approve planning and project budgets.

- Acquire and allocate new resources.

- Recommend changes in IT strategic plans regarding: funding, new resources, technology upgrades ...

- Communicate the strategic objectives teams involved.

- Managing IT Governance system.

The Government Steering Committee will be chaired by Jose Guillen and composed of the Head of Computer Science;

Head of Infrastructure and Communications;

Head of Systems and Project Manager and Development.
