"The councilor for the Treasury will find it despicable that we criticize this nefarious way of managing a city council, it seems indecent and scandalous to us that a week after the 2020 Budgets come into force we have to modify them because late and ineffective planning does not respond to demands and needs, "declares Serrano. On the one hand, these Budgets, which will have a life of one month, need to compensate for the negative result of the liquidation of the year corresponding to 2019, of three million euros.
According to the Local Finance Regulatory Law, the new budget must take into account this negative balance, so it is necessary to reduce expenses by those three million. Serrano explains that this translates into "mismanagement, incompetence and irresponsibility", since the negative result is due to the consignment of 115 million euros for doubtful debts.
For example, an IBI that has not been paid for four years, and also the 110 million euros corresponding to investments that are not executed.
"Like PP and his partner, Cs, they live in a parallel reality, they design fantasy budgets, full of dreams and utopias but then when they wake up they have to face the real world that is different and even contradictory to their joke planning." The socialist spokesman recalls that "that adjustment that PP and Cs have approved is carried out by reducing items from the Local Police, Health and Commerce.
Likewise, he adds that" we do not understand how Cs, the party that was announced as a party of regeneration, he becomes an accomplice in this unsupportive and mocking way of proceeding, because they are laughing at all the residents of this municipality.
" On the other hand, "we are considering increasing the Social Rights subsidies by one million euros, subtracting Youth, Housing and Sports.
All this gives us the reason because a month ago we voted against these budgets", says the spokesman, who clarifies that, however, games of advertising, protocol, flowers and meetings are not played for the greater glory of Mayor Ballesta, which is infamous. "We cannot validate the recognition of credits to companies that work without a contract because PP and Cs have not been agile to extend them or call a new tender.
Now, the City Council must pay, to avoid the filing of demands, invoices, some from 2016, and others for essential services such as maintenance of elevators, photocopier and printing or the municipal labor risks themselves, which are known in advance their periodicity and their necessary contracting, so they do not have sense that in a systematic way it falls over and over again in the same neglect ". For all this, Serrano adds: "It is shameful that this government team has had a ten-month extension to present these Budgets that come to us defective in origin, and this has a name: incompetence."
