The municipal groups of PP and Citizens demand the modification of the 'Celaá Law' (26/11/2020)

| And return to the Constitutional Pact on education | Both political formations approve a joint motion in the plenary session of the Murcia City Council to urge the Government of Spain to modify the LOMLOE, "in order to guarantee the protection and continuity of the plurality of the educational system"The municipal groups of Citizens and the Popular Party in the Murcia City Council demand from the Government of Spain, through a motion endorsed and approved today in the municipal plenary session, the modification of the Organic Law of Modification of the LOE (LOMLOE) to increase the quality of the educational system and guarantee the fundamental rights of Spaniards included in the Constitution.Specifically, both political formations urge the Central Government to return to the Constitutional Pact on educational matters and to respect the constitutional doctrine in its different sentences that guarantee the right of families to choose the educational model and the center where their children are to go to school, as well as the presence in the educational system of differentiated education centers as one more pedagogical option to which families have the right to access under conditions of equality.For Citizens and PP, the LOMLOE, also known as the 'Celaá' law, is an unconstitutional law, which violates the right of families to choose freely about the education of their children, as well as to receive an education in Spanish ".“This is a law that has been processed by the Government of Spain with its back to the educational community, in particular, and to Spanish society, in general.

"In this way, the municipal groups Ciudadanos and Partido Popular propose the adoption of an agreement in order to guarantee the protection and continuity of the plurality of our educational system.

Thus, they demand to respect and comply with article 27.3 of the Constitution, which obliges public powers to guarantee the right of parents so that their children receive religious and moral training that is in accordance with their own convictions.Regarding the teaching of the Spanish language and the co-official languages, they request to adopt the appropriate measures so that this is not a source of discrimination in the exercise of the right to education.Both formations ask to extend the gratuity to the post-compulsory stages (Baccalaureate and Professional Training), as well as to configure the Early Childhood Education stage, from 0 to 3 years, as a voluntary and free period, guaranteeing that no students are left out of school for socioeconomic reasons .

In this sense, also guarantee the existence and gratuity of special education centers, both in the public and private concerted network.Likewise, the incorporation of benchmark quality and excellence measures in neighboring countries in order to exceed the levels of knowledge and skills required of educational systems in the European framework, such as transparent evaluation and accountability, autonomy in the centers and reinforcement of the management function.With regard to the teaching staff, they demand to approve a system of selection, training and professional career for teachers that allows them to be placed at the epicenter of improving the quality of the educational system.Both formations require measures that increase the cohesion and structuring of the educational system and guarantee equal opportunities, such as the creation of a Territorial Cohesion Fund, the reinforcement of the High Educational Inspection, a new general Baccalaureate test, the implementation of a Plan General Assessment of the Educational System or the design of a common curriculum throughout Spain that represents 65% of the common teachings in their own terms in those CCAA without a co-official language and 55% in those with a co-official language.Likewise, another of the priorities demanded by Citizens and the Popular Party of the Murcia City Council is to continue advancing towards the modernization and transformation of the educational system, for which they require a plan that guarantees full mastery of digital skills by all students .

At the same time, they defend the obligatory nature of a second foreign language, reinforce and modernize dual vocational training, adapting it to the demands of a production model and incorporate the basic legislation of an emergency plan for situations of catastrophes, health crises or serious contamination.Finally, they support the unconstitutionality appeal against the LOMLOE and demand that the Government of Spain reconsider the amendments presented by the Parliamentary Groups of the Popular and Citizens Party, which affect the commitment to freedom of choice for parents and equality.
