| The signing of the agreement aims to stimulate economic activity in the municipality and alleviate the effects of the pandemic in the construction sector | The mayor of Murcia, José Ballesta, together with the Councilor for Sustainable Development and Huerta, Antonio Navarro, and the dean of the Official College of Architects of the Region (COAMU), María José Peñalver, signed this morning the agreement for the implementation of the Preliminary Report of Technical Suitability in the urban planning licensing procedures, which will make the licensing process more agile, which will stimulate economic activity in the municipality and alleviate the effects of the pandemic in the construction sector.“The signing of this agreement establishes a close framework of collaboration between the City Council and the Official College of Architects, allowing to substantially reduce the terms for granting licenses; an agreement that will be assigned, specifically, to the municipal technical services of the Environment, Fire Protection and the Technical Service of Works and Activities ", indicated José Ballesta, who highlighted" the nuclear role of the College in different strategic projects of the municipality such as 'South Connection' or the Green Infrastructure Network.Quality sealSpecifically, the prior Technical and Urban Suitability Report, which will be issued by the Official College of Architects of the Region, will be integrated into the procedures for granting licenses or administrative authorizations related to the different acts of urbanization, building and land use.

It contemplates the verification, by the COAMU technicians, of compliance with the urban regulatory requirements of the projects that allow them to reach the municipal license granting process, with a level of content and quality that avoids requirements for rectifying deficiencies that slow down the procedure, achieving a speeding up of licenses.Mixed Technical Commission and Monitoring CommissionTo carry out this process, a Mixed Technical Commission will be set up, whose main function will be the ordinary monitoring of all those technical aspects derived from the Technical and Urban Suitability Report.

The commission will be made up of representatives of the Consistory and COAMU, establishing a communication protocol between the two.Specifically, it will be made up of two municipal technicians from the Services attached to the Agreement and two members from the COAMU Technical Services.Furthermore, the signing of the Agreement implies the establishment of a Monitoring Commission, apart from the aforementioned mixed technical Commission, made up of six members, which will ensure the development and compliance of the Agreement.

This second commission will be composed of:-The delegated Councilor competent in urban planning or person delegated.-The Dean of COAMU, or person in whom he delegates.-Two municipal technicians of the Technical Services attached to this agreement appointed by the Department responsible for Urban Planning.-A member of the COAMU Governing Board.-An architect from COAMU's Technical Services, appointed by the Governing Board of the Official College of Architects.This commission will also be in charge of the resolution of doubts and questions that may arise in the processing of the files, as well as the formulation of proposals aimed at improving the provision of the service.
