South Connection will give a voice to the more than 70,000 residents of the southern neighborhoods and districts (03/11/2020)

| The meetings of the Social Panel and Experts initiate the process of consultation and integration of citizens in the design of this strategic project for the municipality of Murcia | The processes of citizen participation and consultation to give shape to South Connection —the project that will allow to return to Murcian 207,000 square meters of public spaces, after the elimination of the railroad tracks as it passes through the city of Murcia— will give voice to more of 70,000 residents who reside in El Carmen, San Pío X, Barriomar, Santiago el Mayor, El Progreso, Infante Juan Manuel, Patiño and Nonduermas, the neighborhoods and districts directly involved in this strategic project of the City Council.In this context, the first Social Panel framed within these processes of citizen participation was held this morning, in which the Mayor of Murcia, José Ballesta participated, who highlighted that “the first meeting of the Social Panel, held today, and the first Meeting of the Panel of Experts, which took place last week, have started the largest citizen consultation process in the history of the Murcia City Council, in which more than 150 groups and entities will participate for the design of the strategic project of South Connection ”.South Connection will mark a milestone in the urban design of Murcia and will mean a comprehensive transformation of the southern neighborhoods that will affect the entire municipality, moving the geographic center of the city to the SouthThe face-to-face and telematic meeting held today was also attended by the Councilor for Sustainable Development and Huerta, Antonio Navarro, and the mayor of Urban Agenda and Open Government, Mercedes Bernabé.Social Panel work teamThe Social Panel, whose main function is to make periodic contributions to the different proposals associated with the South Connection projects, is made up of the technical managers and supervisors in charge of the development of the projects, as well as the Municipal Boards of the neighborhoods and affected districts, and groups and entities related to accessibility, commerce, culture, the environment and the life of the neighborhoods.This panel, which will be chaired by the mayor and the councilors of Sustainable Development and Urban Agenda, is made up of:- Municipal boards of El Carmen, Infante, Santiago el Mayor, San Pío X, Barriomar, Nonduermas, El Progreso and Patiño.- Federation of Murcian Associations of People with Physical and Organic Disabilities (FAMDIF).- Association of Naturalists of the Southeast (ANSE).- Murcia Commercial Area Federation (FEMUAC).- Federation of Neighborhood Associations of Murcia.- Pro-Burial Platform.- Artillery Barracks cultural space.The municipal technicians, engineers and architects in charge of the development of the projects are also part of the panel, who will receive first-hand the contributions made in the citizen consultation process.The technical secretariat is carried out by the research group for Territorial Innovation and Urban Development of the University of Murcia.More than 150 entities, groups and associations will be involved in the citizen consultation processAlong with the Social and Expert panels, more than 150 entities, groups and associations from all the southern neighborhoods will be involved in the process of citizen consultation in the coming days, among which are neighborhood associations, commerce, cultural, sports, senior citizens, traditional culture, religious, women's organizations, sports venues, musical associations, social and disability support organizations, schools and institutes, etc.Specifically, the citizen consultation process for the final design of the development of urbanization projects began in October and is scheduled to end in April.

In addition to holding individual meetings with all groups, participation in social networks, surveys, neighborhood forums, cultural, economic and social affairs agoras, information tents, activities in educational centers and activities with the professional associations involved will be promoted.The issues to be discussed will not be limited to raising the use that the new lands will have, but fundamental aspects for the life of the neighborhoods will be addressed, such as urban recovery and mobility; health and sustainability; the environment, green spaces and connections; the social structure, associations and neighborhood relations; identity and culture; and trade and economic activity.Joint work between the City Council and the affected localities to enhance the identity of the neighborhoods and districtsSpecifically, the burial will leave 8 kilometers free from the Los Dolores bridge to Nonduermas, where the South Connection projects will be embodied, which will structure the city the city with proposals based on the 16 basic criteria established by the Panel of Experts, whose first meeting was held last week.The City Council is already working on the design of the projects, which will not only involve the recovery of public space, but will also promote the revitalization of the neighborhoods.

In this sense, the proposals are being planned jointly between the City Council and the neighbors, in order to preserve the identity and enhance the personality of the affected neighborhoods and districts.The projects that are going to be carried out throughout the 8 Murcian towns will be carried out taking into account the characteristics of each neighborhood and district - to promote them at a social, commercial, cultural and environmental level - as well as the municipality as a whole, weaving a new geographic center of Murcia and uniting the North and South of Murcia.The 16 criteria of the Expert PanelThe Panel of Experts met last week, establishing a total of 16 conceptualization criteria for urbanization works that prioritize the creation of pedestrian and cyclable routes, the creation of spaces for stay and relationships, the increase of free spaces and the widespread use of trees and vegetation.

13 plans have already been drawn up for the treatment of the freed surface, in accordance with the 16 mentioned criteria.La Senda de Los Garres estrenará un sendero peatonal y un carril para bicicletasEn su conjunto, Conexión Sur supondrá la creación de nuevos espacios de estancia y vecinales, jardines, plazas y zonas peatonales, así como el incremento de los espacios libres y la utilización generalizada del arbolado y la vegetación, mejorando la calidad de vida de los vecinos y respondiendo a las demandas ciudadanas.Entre las actuaciones que se van a realizar destaca la modificación de la Senda de Los Garres, que discurre hasta el cruce con Santiago El Mayor.

De esta forma, se suprimirán los 6 carriles para vehículos que actualmente presenta, que serán sustituidos por una sola calzada para vehículos de ida y otra de vuelta, una senda peatonal y otro carril para bicicletas, priorizando los desplazamientos a pie y en bicicleta.Dos grandes rotondas, más zonas residenciales y una inyección de 650 millones de eurosAsimismo, para que el tráfico rodado pueda acceder al nuevo Sur, está prevista la creación de dos grandes rotondas que conectarán con la avenida Miguel Ángel Blanco y Ronda Sur; y también con la avenida del Marqués de Corvera, que permitirá seguir hasta el centro y norte de la ciudad.Otra de las propuestas destacadas es la prolongación de la Senda Verde de la Costera Sur desde la pedanía de Los Dolores hasta la estación de ferrocarril del Carmen, a través de un bulevar.

Desde El Carmen, un sendero conectará con el centro de la ciudad y el otro continuará hasta Barriomar, Nonduermas y Alcantarilla.Además, Conexión Sur contempla una decena de proyectos residenciales, donde las viviendas estarán rodeadas de espacios verdes, así como la construcción de un hotel en los terrenos que van a quedar libres en dirección a la avenida Ciudad de Almería y un par de edificios de oficinas en la zona sur de la antigua estación de ferrocarril del Carmen.

En su conjunto, el Ayuntamiento destinará una inyección de 650 millones de euros a los proyectos de Conexión Sur.
