Murcia starts the transformation of the south of the city and synchronizes the urban recovery works with the burial (08/10/2020)

| The Monitoring Commission of the South Connection Agreement is constituted, in which professionals from the Murcia City Council, the regional government, Adif and Adif- High Speed ??| The Monitoring Commission of the Agreement between the City Council of Murcia and Murcia High Speed ??has been formally constituted today and has held its first meeting online.

The constitution of the Commission marks the beginning of the South Connection urban recovery projects, which will allow the city to gain more than 200,000 square meters of public space.The mayor of Murcia, José Ballesta, stated that “we have established the roadmap, the schedule of the different urbanization projects, specifying the deadlines for their commission, tender, drafting and execution, always depending on the progress of the project to eliminate the routes and the corresponding administrative processing periods "and reported that" in parallel we are going to open a process of participation and consultation with Murcian society, which will take place over the next few months.

"Specifically, the functions of the Commission will be the following:· Carry out the follow-up of the execution actions of the projects and works included in the Agreement, also proposing the priority in their execution.· Previous analysis of each of the actions before the start of their performance, in order to determine if the execution of the works should be carried out by the City Council or, where appropriate, a tender should be carried out by Murcia High Speed ??to hiring third parties.· Report on the development of contracts and their eventual modifications.· Promote the necessary coordination for the execution of the actions that are the object of the Agreement and report on the payments made.· Ensure compliance with the deadlines set.Technical solvency of the work teamThe Murcian councilor made reference to the solvency and professional prestige of the technicians that make up this Commission, among which are the municipal architects Jesús López and Alfredo Mérida, and three engineers from Roads, Canals and Ports of the Consistory: Enrique Javier Fernández, José Enrique Pérez and Eva María Pérez.In addition to the municipal representatives, the councilor and general secretary of the Ministry of Development and Infrastructure, José Ramón Díez de Revenga and Enrique Ujaldón respectively, the director of Integration Operations and the corporate group of Adif, Elena González and the Deputy Director of Integration Operations of this company, Eugenio Vivas.Priority actionsThe role of the Monitoring Commission is key in this project that is beginning and for which more than 200,000 square meters of public spaces will be recovered and 34,700 square meters of gardens and green areas, playgrounds, living areas and sports spaces will be enabled outdoor.This Commission will set the priority in the development of the actions and will allow to synchronize the schedule of the underground work with the urban development of the neighborhoods.The roadmap establishes four priority actions:1) The urbanization project of the El Carmen special plan (from Ronda Sur to Barriomar).2) The drafting of projects for the eastern urbanization works (Ronda Sur to Senda de los Garres).3) Traffic studies and provisional traffic diversion actions.4) The process of technical and neighborhood participation.Participation through neighborhood panels, conferences, activities in schools and surveys, among other initiativesIn order for the projects to have the maximum consensus and social support, a process of participation and direct consultation with citizens will be opened, fostering the involvement of residents of the southern neighborhoods and districts, as well as their Municipal Boards.The different projects will also be subject to the technical criteria of the Official Associations of the Region of Murcia.

Likewise, the transformation of the southern area after the elimination of the roads will be consulted and submitted to the contributions of the Social Council of the City, the highest body of neighborhood representation of the municipality of Murcia.Specifically, expert panels, neighborhood panels, telephone surveys, participation actions in social networks, activities in schools, neighborhood discussion groups, individual interviews, forums, conferences, talks with experts, urban maps, will be carried out.

Information tents in neighborhoods and specific activities for collecting proposals from specific groups –preferences of the elderly, young people, children–, participation days and agoras and individual meetings with reference groups, such as businessmen, social care organizations and universities.In addition, the City Council will convene in the coming weeks the Social Council of the city, in which the spokespersons of all political groups will participate.
