Huermur indicates that the CARM recognizes that the impact of the infrastructure by the Huerta aggravates the floods (11/09/2020)

Huermur has had access to a recent report published by the Ministry of Development and Infrastructures of the Region of Murcia, entitled "Defense actions against floods in the Murcia region", and where the impact that infrastructures have caused by La Huerta, as far as floods are concerned.Huermur wonders before these conclusions of the regional report, if the responsible administrations had not evaluated the impact that these enormous and expensive infrastructures were going to have (AVE, highways, and highways) before planning, approving and building them. For the collective, this report is proof of the botch and improvisation of the Regional Government and the Murcia City Council by allowing and authorizing so many linear infrastructures in an area such as the Murcia garden.

Infrastructures that have cracked, divided the territory, destroyed the landscape, and created artificial barriers. The Association for the Conservation of the Huerta and the Heritage of Murcia (Huermur) has had access to a recent report published by the Ministry of Development and Infrastructure of the Region of Murcia this September, entitled "Defense actions against floods in the Murcia region ", and where the impact of the infrastructures by the Huerta, in terms of flooding, is revealed.

This report constitutes the "Conclusions of the Panel of Experts for the Prevention of Floods in the Region of Murcia", a Panel of Experts appointed by the Ministry and made up of specialists in different matters related to floods. In the report of conclusions that has been studied by Huermur, it is highlighted, among other things, that "all these linear infrastructures, always problematic for a correct evacuation of rainwater, have caused in recent years a modification in the evacuation conditions of the boulevards, diverting existing flows and concentrating them on others, which causes significant damage and flooding areas ".The regional report adds that "It should be remembered that, in DANA last September, there were notable incidents in that area, with major floods, road cuts and the High Speed ??Rail Line with Alicante, the service being interrupted for many days.

Such is the importance of the affectation of these infrastructures in flooding and drainage of rainwater, that the Segura Hydrographic Confederation has recently announced that it is updating / modifying the Flood Risk Maps ".Special reference is made to the report of the conclusions reached by the Panel of Experts to the Tabala area, noting that "It is the area that includes the area called" Boquera de Tabala ", with floods associated with the two sectors of the Ramblas of Puerto del Garruchal and de la Cañada de Tabala, which, in their final sections, do not have a sufficient or defined channel to conduct these runoffs to its mouth in the Segura River.

Added to this is the construction in recent years of various linear infrastructures that have caused a modification in the evacuation conditions of the boulevards, diverting existing flows and concentrating them on others, which causes significant damage and flood zones.

"Huermur wonders before these worrisome and devastating conclusions of the regional report, if the impacts that these enormous and expensive infrastructures (AVE, highways, and roads) were going to have had not been evaluated by the competent administrations when passing through this area of ??the orchard Murcia, before projecting, approving and building them. For the conservation group, this report is proof of the botch and improvisation of the Regional Government and the Murcia City Council by allowing and authorizing so many linear infrastructures in an area such as the Murcian orchard.

Infrastructures that have cracked, divided the territory, destroyed a huge amount of landscape, and created artificial barriers in the middle of the valley. The ditches as a drainage networkThe CARM report consulted by Huermur also recognizes the important function of the traditional irrigation channels of the Murcia garden as a drain in the event of floods.

The document points out, on the proposals for actions in the low areas and flood plains, that "The area has a very important drainage and irrigation network, increasingly deteriorated, which must be kept in optimal conditions of use and even be expanded" .For Huermur, these indications and recommendations of the report of the Panel of Experts come to put on the table the need to keep the ditches and irrigation channels without pipelines, in the open air and in optimal conditions of conservation.

The traditional irrigation network is the system that gives life to the orchard, but also an important drainage and drainage system in case of floods, so that each canal that is piped, destroyed or not kept in the proper conditions in a clean way and natural, is to increase the risk in case of rains, they conclude from Huermur.
