Murcia, among the editors of the manual of European smart cities to improve public attention (10/09/2020)

User Centricities, framed in the Horizon 2020 program of the European Union, promoted by six European cities and regions, which are leaders for their innovation in the intelligent management of a public administration at the service of citizens.

The project aims to promote the implementation of the Tallinn declarationThe City Council, through the departments of Urban Development and Modernization, led by José Guillén, and the Urban Agenda and Open Government, led by Mercedes Bernabé, will participate in User Centricities, a pioneering project at the European level that will allow Murcians to streamline their procedures municipalities thanks to smart administration.

In this way, Murcia will be one of the editors of the European smart cities manual to improve public attention.

 This project, framed within the Horizon 2020 initiative of the European Union, through the Council's European Programs Service, is integrated and promoted by six European cities and regions, which are leaders for their innovation in the intelligent management of a public administration at citizen service.Murcia, Rotterdam, Milan, Lisbon, Spoo, Tallin and Emilia Romana, together with Eurocities, the network of large cities in Europe, and two large European centers of technological innovation, will work together for three years to create a digital platform for the exchange of innovation projects focused on bringing municipal management closer to citizens, personalizing citizen information based on their context, location and time. “In this way, a change is represented in the communication paradigm between the citizen and the city council, in such a way that the institution makes its different services and sources of information available to the user to send them, at all times, the information they need and according to the type of interaction you want ”, stressed José Guillén.For the mayor, "this project, which has the motto 'A Town Hall for each person', Murcia takes another step in its firm commitment to the creation of an open and transparent public administration, which contributes to improving the quality of life of the persons".In this sense, Mercedes Bernabé recalls that “Murcia has positioned itself at a European level thanks to the development of innovative initiatives for digital citizen participation, such as virtual agoras or the TuMurcia app.

The objective is to promote online participation processes in public decision-making ”.The total budget amounts to 1.5 million euros, which are 100% financed by the project.

The proposal has the support of Eurocities, the largest network of European cities; VTT, a world-class Lisbon research center and Brussels-based think tank that has advised the Estonian presidency on the Tallinn Declaration."Today it is essential that local administrations provide our citizens with new management, communication and citizen participation tools, within the framework of an open government and at the service of Murcians.

Along these lines, we continue to bet on the achievement of projects financed by the EU within the framework of the financial instrument Horizon 2020 ”, highlighted the councilor for Urban Agenda and Open Government. Murcia joins the Tallin DeclarationThose responsible for the coordination and eGovernment policy of 32 countries of the European Union and the European Free Trade Association (EFTA) have unanimously approved the Tallinn Declaration on Electronic Administration of the year 2017.This declaration is based on guaranteeing an Action Plan on Electronic Administration of the EU, in the next five years in the period 2018-2022, to advance in public administrations with the following objectives: digital version by default, inclusion and accessibility, reliability and security, openness and transparency and interoperability.Thus, the general vision is to achieve open, efficient and inclusive services that eliminate borders, interoperable, personalized, easy to use, as well as digital and comprehensive audiences to all citizens and companies.Murcia Smart CityThe implementation of this project is an action framed within the Murcia Smart City municipal strategy, carried out by the Department of Urban Development and Modernization of the Administration, since it involves the application of the latest technological innovations at the service of Murcians.Specifically, Murcia Smart City is developed through the MiMurcia project, the smart city model that seeks to put the latest technological innovations at the service of people, as well as improve the living conditions in our municipality and the quality of the environment.European benchmark for smart public administrationMurcia has a long history in the development of projects that position Murcia as a European benchmark in the field of creating an intelligent public administration at the service of Murcia:1.

Urbact Project.

Interactive Cities, focused on the proportion of digital tools and social platforms that facilitate citizen participation in public decisions that affect them.

In this area, the application Tu Murcia o participates in transparency has been developed.2.

Urbact Innovator Project, focused on the implementation of measures that favor the efficiency of public administration.3.

The Murcia presidency of the Eurocities digital citizenship working group.All these projects represent one more step in the smartization of the city, but not the only one, together we continue to present new projects with European funding, projects focused on improving the quality of life of citizens through the intelligent management of public services.A project financed with European fundsThe financing of this project is a work that is developed from the Department of Urban Agenda and Open Government, directed by Mercedes Bernabé, through the European Programs Service of the town hall.User Centricities will make it possible to improve the intervention and governance instruments by promoting and improving digital innovation in our municipality.

“In this area, the city of Murcia is at the forefront by achieving European projects, through sustainable urban development policies integrated in the Murcia Urban Agenda 2030, declared a pilot experience of the Spanish Urban Agenda.

Likewise, this project is perfectly aligned with two of the Strategic Objectives of the Spanish Urban Agenda: 9, which is called 'Leading and promoting digital innovation', and 10, 'Improving intervention and governance instruments' ", Mercedes Bernabé concludes.
