Huermur denounces the breach of the protocol for the recovery of the San Esteban deposit (09/09/2020)

Huermur denounces that both the Murcia City Council, the Autonomous Community, and the State, are not complying with the collaboration protocol between the three administrations that aims to promote the recovery of the San Esteban deposit, by not setting up the proper Monitoring Commission for the General Action Protocol that should have been established in 2018.The group points out that this Commission must ensure the correct development of the provisions of the Protocol, as well as promote the adoption of the measures and actions necessary for the effective fulfillment of the common objectives pursued for the definitive recovery of the deposit.Huermur remarks that there are already too many years without definitive solutions for the enhancement and musealization of the San Esteban site, and too many years with this heritage from the 11th-13th centuries and declared BIC, out in the open and suffering from inclement weather.

Every day that passes without value is an opportunity to create tourism and lost wealth.The Association for the Conservation of the Huerta and the Heritage of Murcia (Huermur) denounces the breach of the protocol for the recovery of the archaeological site of San Esteban in Murcia, and which aims to develop the necessary actions to carry out the process that culminates with the effective enhancement of this archaeological site in the city of Murcia.

The foregoing, since the three administrations involved: Murcia City Council, Autonomous Community and State, have not deigned to constitute the proper Monitoring Commission of the General Protocol of Action that should be constituted in 2018, to promote the adoption of the measures and actions necessary for the effective fulfillment of the common objectives pursued in the protocol.Huermur requested on August 9 from the State various information on the protocol for the recovery of the San Esteban deposit and the Monitoring Commission thereof, having received this week a report from the General Directorate of Urban Agenda and Architecture by which it communicates that as of today no commission has been set up to ensure correct compliance with the protocol signed between the three administrations.

Also indicating that "the constitution of the Monitoring Commission will take place once the execution project is drawn up."Faced with this response from the State, Huermur points out that it is a real joke to citizens and groups in defense of heritage, that public administrations (City Council, Community and State) sign a protocol that then lacks any supervision and control.

And regarding the indication that the Commission will be constituted once the execution project is drawn up, it is something that is not contemplated even by the protocol itself, since it was an obligation that the aforementioned Commission be operating the same year that the protocol was signed in 2018.The conservation group remarks that "no one more day can be justified that the archaeological site of San Esteban is not museumized, and without putting in value according to the Law of Cultural Heritage.

"The constitution of the body that must ensure compliance with the conditions of the protocol signed before the Murcian people cannot be delayed any longer, because if its due compliance is not ensured, the protocol is a dead letter that only serves for greater propaganda by political leaders municipal and regional ", they add from the group.The colorful LED lights of the Murcia City Council are not a solution.Before the recent lighting by the Murcia City Council of some strident colored LED lights in the archaeological site of San Esteban, Huermur reminds municipal leaders and the mayor Ballesta himself, to put LEDs and light an Andalusian site from the 11th centuries -XIII as if it were a vulgar road club, it does not help the museumization and due enhancement of the site.Therefore, they urge the City Council to get to work really and seriously to recover this heritage, approve the due Special Plan of the BIC deposit required by the Heritage Law and which has accumulated years of delay since 2013, and invest the money of lights and propaganda to recover the remains completely and definitively.Finally, Huermur will request a report from the Ministry of Culture on the strident lighting installed in the site declared a Site of Cultural Interest BIC, by the city council.
