The PSOE votes against the award of the ORA to Urbamusa for raising doubts and seeing possible irregularities in the procedure (27/07/2020)

The spokesman, along with councilors Carmen Fructuoso, Juan Vicente Larrosa and Andrés Guerrero, today showed their rejection because "we cannot validate a decision that has been skipped in plenary and is not transparent" The Municipal Socialist Group has today shown its rejection of the award to Urbamusa of the Regulated Parking service of the ORA, a procedure that "has generated many doubts, of which we suspect possible irregularities and that, therefore, we cannot accept as good or transparent or participatory.

" The position of the Municipal Group has been announced this morning during the Celebration of the Plenary Committee of Infrastructures, Finance, Economic Management and General Affairs, in which the spokesperson, José Antonio Serrano, along with councilors Carmen Fructuoso, Juan Vicente Larrosa and Andrés Guerrero, participated. The latter states that "we are absolutely convinced of the remunicipalisation.

For the PSOE, remunicipalising means returning the services to the public administration of the City Council, because it is the most efficient way of providing them and also the one that offers the most guarantees for citizens." However, Guerrero points out that "it is one thing to bet on remunicipalisation and quite another to do it anyway.

We have doubts that Urbamusa meets the legal conditions required to comply with the correct provision of the ORA, in addition to suspecting that there may have been committed irregularities in the award because it is an order that must be made by the Plenary, and it is now, nine months after having the order this company when they want to submit it to its decision.

Of course, this, at least, is not very participative and transparent " .

He adds that "the PP wants us to validate in plenary an award made at the Governing Board, something that in our opinion is irregular, therefore,the feeling we have is that they want to turn this supreme body into a merely consultative body for the actions of the Governing Board.

" The socialist councilor, as the mayor Juan Vicente Larrosa already denounced in his day, affirms that there is not all the documentation that must make up the award file.

"We have found an incomplete file and, of course, these circumstances only increase our suspicions." Likewise, the Socialist councilors also maintain that "we do not trust that behind this commission there is no hidden purpose, since not only do they omit data, but even some of them do not correspond to reality." Guerrero points out that "the issue is not so much the substance of the remunicipalisation as the form, especially if we also take into account that we were starting from a ten-year contract.

Processing this file with sufficient time would have allowed us to approve it without generating no doubt as to its processing.

" In addition, the councilor warns that, "to cap it all, the period of allegations is going to be in August, an almost unsuitable month, which shows the PP's little belief in transparency." Finally, Andrés Guerrero declares that "we may be wrong, but the same doubts have been raised by other political groups represented in the Murcia City Council, and not only by the opposition."
