Civil Protection launches an ambulance and a novel system that allows direct and effective coordination with 112 (24/06/2020)

| The City Council has earmarked an investment of 71,000 for the acquisition of the new vehicle, which has a defibrillator monitor and another for taking constants , among other resources | The councilor for Citizen Security and Economic Management, Eduardo Martínez-Oliva, presented this morning the new Civil Protection ambulance, which has different resources, such as a defibrillator monitor and another for taking constants, as well as the new control system remote that allows direct, effective and quick coordination between the 112 Emergency Coordination Center and Civil Protection."We are deeply proud of you, of the 115 Civil Protection volunteers who are 24 hours attending to any circumstance that occurs in any corner of the municipality and always give the best of yourselves," said Martínez-Oliva, adding that " vocation of public service to care for the safety, health and well-being of almost half a million Murcians, not only today, but 365 days a year.

"Specifically, of the 115 volunteers, 27 belong to the Health Unit -14 nurses, 12 technicians in Health Emergencies and 1 doctor.Two ambulances, a nine-seater van and two off-road vehiclesThe City Council has earmarked an investment of 71,000 for the acquisition of this ambulance, equipped with a defibrillator monitor, a multi-parameter monitor with taking of constants and electrocardiograms, immobilization and patient mobilization equipment, mechanical ventilation and medical equipment, in addition to a radio, vision camera of parking, vision camera of assistance cabin and navigation system.Until now, Civil Protection had an ambulance equipped for the care of patients on the road -an ambulance type 'Advanced Life Support'-, to which the new acquisition is added.Currently, this service has 2 ambulances, 1 9-seater transport van, 1 adapted van for the command post, 2 touring cars ('SUV' type), 2 all-terrain vehicles and 2 Pick-Up vehicles (vehicles characterized by , in its great majority, because the part destined for the merchandise is separated from the cabin).Special device for COVID-19During the past year, Civil Protection registered more than 900 health assistances and a total of 4,610 hours of services performed between departures carried out from Monday to Friday, guards, weekends and holidays.

Throughout 2020, this group has carried out 466 health care services and developed an extraordinary device for the health crisis - from March 17 to June 7 - serving 254 patients.Coordination with Emergencies and management of deployed resourcesThis morning the new remote Civil Protection command and control center was also presented, which is a direct channel of communication with the 112 Emergency Coordination Center and will allow for a quick and orderly response to the demand for Emergency services in the town.The Consistory has enabled this remote command and control center at the Civil Protection headquarters, located in the neighborhood of Infante Juan Manuel, an action that has been possible through the agreement with the General Directorate of Citizen Security and Emergencies.This multiplatform system, in addition, allows a comprehensive management in real time of the emergency, starting from the attention of the citizen's call to the management of the municipal resources deployed on the ground for the resolution of the event.Geolocation of deployed unitsIn addition to receiving incidents generated in the 112-Region of Murcia, the control center has updated information on the matter in progress, displays the resources displayed, and geolocates and positions the units in a geographic information system that provides and fast and effective response.In order to attend these terminals, the volunteers assigned to this service must go through an initial specialization training course.

Specifically, this platform is called ECHO (Emergencies: Operational Holistic Control).To improve this coordination between emergency services, Civil Protection has recently joined the municipal digital telecommunication network by TETRA, which is already available to other Security and emergency Services, such as the Local Police and Fire, continuing in turn with the TETRA Network of the Autonomous Community (RADIECARM), thus guaranteeing coordination and communication with the Emergency Coordination Center of the Region of Murcia.Assistance from the new system will be provided through the Civil Protection Volunteer Association, coordinated with the Municipal Civil Protection Service, a function that joins those already carried out, such as risk prevention in large human concentrations, popular, sports and cultural festivals; forest surveillance service within the Infomur Plan and the psychological emergency care of the UPSE unit and in health emergency services in collaboration with the Health Emergency Management 061, among others.
