CCOO requires a municipal social services plan (21/05/2020)

The health and social crisis caused by the COVID-19 pandemic has hit the population of Murcia in an exceptional way, and it must be recognized that the response of the Social Services of the Murcia City Council, even though by the Councilor for Social Rights and Family wants to present itself as a solid protection system, neither has it been nor is it the reality that it is trying to sell. The avalanche of needs that has occurred has been accompanied, once again, by a clear lack of planning, coordination and ambiguity in the criteria to be followed, as well as a limited agility in the responses that citizens demand. All this is due, among many other causes, to the lack of a Municipal Social Services Plan; the scarce endowment of means; obsolete computer equipment and procedures; slow and inappropriate decision-making to serve the population, in some cases referred to non-governmental entities (food banks), unless there is an agreement between the volume of citizen care needs and the number of primary care professionals, with excessive UTS care ratio, etc. This situation is not exclusively the result of an exceptional situation but comes from a previous chaos in management that has added to this situation.

Proof of this is that municipal financial aid applications, complete and favorably reported since October 2019, have not been effective until April 2020, citing as a reason, at first the lack of budget and, later , errors in the design of the management platform for these grants.

Also, many of the aid for infant feeding during the holiday period had to wait until December 2019 or more for collection. Already on April 28, from the CCOO Union Section, a letter was submitted to the district and neighborhood council, so that the head of the same urged the Head of Service to carry out work proposals agreed and consistent with the situation in which we find ourselves. Despite the dedication shown by the professionals of this service, the essential work carried out by the primary care service by the Head of the Municipal Area of ??Social Services is undervalued, blaming the delays of emergency aid, according to an email sent to this group on May 7 by the same leadership, which sometimes leads to questioning its credibility before the citizens, enduring logical discontent and fierce criticism by this. For all this, from CCOO on May 15 it was proposed that work be carried out on several basic lines of action, such as the design of a Municipal Social Services Plan, organization of human resources, plan for the improvement of material resources, the implementation of the Quality and Efficiency Table in Social Services, regulation of remote work, and evaluation of the current situation of the UTS Social Worker position by the Health and Safety Committee and, in particular, the Commission of Psychosocial risks. Despite the statements to the press in which the Murcia City Council claims to have answered this proposal, we can not deny categorically these statements.
