The City Council launches on Monday the first four calls for projects of the "We Grow Designing" Program (09/05/2020)

Those interested in preparing the Design of the environmental and sustainability framework campaign and the visual identities of the Artillery Barracks, Alma de Huerta and Murcia Medieval and Fortresses of the King Wolf will be able to present their applications until May 18The Murcia City Council will launch next Monday the first four calls for a project of the 'We Grow Design' Program that seeks to promote the graphic design sector of the municipality through the increase in graphic design orders, new opening measures and transparency in contracting and the creation of the CCAs (Creative Area Consultants) as external advisers to improve City Council communication through design.In order to boost the economic activity of the graphic design sector in the current situation, the Murcia City Council has decided to advance the hiring of all the graphic identity campaigns and works that it had planned to hire throughout 2020.Thus, starting Monday, those interested in preparing the following works may register:Design of the environmental and sustainability framework campaign.Visual identity of the Artillery Barracks: Creation of the Corporate Identity of the Artillery Barracks and its corresponding Manual of Visual Identity, Creation of a Graphic Identity System and Design and programming of a websiteAlma de Huerta's visual identity: Creation of the Visual Identity and the Graphic Identity SystemVisual identity of Medieval Murcia and the Strengths of the King Wolf: Creation of the Visual Identity, the Graphic Identity System, the brand architecture with the design of sub-brands or declinations and the relationships between all of them.The Councilor for Culture and Heritage Recovery, Jesús Pacheco, explained that "the plan 'We grow designing' was born thanks to the collaboration maintained with the Association of Design Professionals and Advertising Communication of the Region of Murcia and with the Design Platform Public of Murcia, having generated important synergies that will benefit both the sector, with greater public contracting and through more open and transparent procedures, as well as the City Council's way of communicating, making it more comprehensive and accessible to citizens.

"Creation of the Creative Consultants of the AreaIn a pioneering way, the Murcia City Council creates the CCA (Creative Consultants of the Area) an innovative figure within the public administrations in Spain, for which professionals and agencies specialized in design and communication will advise the different areas of the Administration.The same study or agency selected to develop the Area's campaigns will be named CCA.

The appointment will be in force during the calendar year of the award and will be specified in the corresponding project call, defining an annual number of hours of advice.The Creative Consultants of the Area will have among their functions the drafting of an annual communication plan, consistent with the Communication Plan of the City Council, as well as the advice and supervision of communication in said area throughout the year of the contract.The calls for projects called include the hiring of the Creative Consultants for the Areas of Sustainability and the Environment, Huerta and Murcia Medieval.The incorporation of the Creative Consultants of the Area should serve to increase the quality of the communication of the City Council, facilitating accessibility to information and fluidity in the relationship with the citizen.More comprehensive, open, stable and transparent design policyThis program is articulated around four axes:- The increase in design services contracted by all areas of the City Council, including the Municipal Boards.- The introduction of new openness and transparency measures in public procurement, according to the recommendations made with the design sector.- The creation of the CCA (Creative Area Consultants), an innovative figure within the public administrations in Spain, for which studies and specialized agencies in design and communication will advise the different municipal areas to improve the accessibility of information and the fluidity in the relationship with citizens.- Collaboration with the design associations of the municipality to spread among the public administrations and the different economic sectors, the importance of creativity, innovation and design, through workshops, congresses, sectoral meetings and other actions.The objective of this program is to achieve a more comprehensive, open, stable and transparent design policy.These projects will be contracted following a series of criteria that will improve the City's public procurement procedures, making them more open and transparent:- The project call is proposed as the priority procedure for the selection of studies or agencies for the development of communication campaigns or graphic identity work.- Measures will be adopted to avoid intrusion and guarantee the professionalism of the successful bidders of graphic design and communication assignments of the City Council.- The selection will be made by juries where independent professionals from the graphic design and communication sector will be included, with the ability to perform each job being the main award criterion.- The agencies or studios that participate in the project calls will not have to carry out unpaid creative work, the selection being articulated through portfolios of works similar to the offer, the professional CV and a letter of motivation.- In general, a single winner will be the result of calls to the project, although for certain projects of special importance, several agencies or studios may be selected, who by way of competition submit creative proposals, guaranteeing remuneration to all participants.- Specific project calls will be proposed for new creatives and for creatives of recognized national or international prestige.- The project calls will raise specific and well-defined assignments, with a context section, which allows understanding the purpose and scope of the project, as well as the resources, materials and adaptations that will be needed in each of the works.Call requirementsPodrán presentarse a la convocatoria cualquier profesional, empresa o unión de empresas del sector, con personalidad física o jurídica.

En el momento de publicación de la convocatoria será imprescindible que se encuentren de alta en el IAE (399 Diseño gráfico por ordenador, 751 Servicios publicitarios profesionales, 844 Servicios publicitarios Empresariales o similares).- Dosier o book de trabajos, que incluya un máximo de cinco trabajos específicos realizados por la persona o empresa que, en la medida de lo posible, estén relacionados con el objeto de este encargo.

Este dosier se entregará en pdf y no podrá superar las 20 páginas o diapositivas.- Currículum personal o trayectoria profesional de la empresa o sus miembros.

Se entregará en pdf y no podrá superar las 5 páginas o diapositivas.- Carta de motivación.

La carta de motivación es un documento donde se debe expresar la capacidad del aspirante para desarrollar el trabajo, visión del proyecto y objetivos a conseguir.

No se trata de definir cómo se va a hacer, ni de presentar una propuesta.

Se entregará en pdf y tendrá una extensión máxima de una página o 300 palabras.Toda la documentación se presentará en formato digital a través del procedimiento habilitado al efecto en la sede electrónica del Ayuntamiento de Murcia.

El plazo finalizará el lunes 18 de mayo de 2020.
