Murcia approves extraordinary measures due to the evolution of the coronavirus (13/03/2020)

The Governing Board has approved in its session this morning extraordinary measures on the occasion of the evolution of the coronavirus in relation to the development of certain activities that affect the services provided by the City of Murcia.

This gives legal certainty to these decisions, adopted by the Public Health Committee of the municipality of Murcia.

All these measures are adopted under the first article of Organic Law 3/1986, of April 14, on special measures in the field of public health, which provides that "in order to protect public health and prevent its loss or deterioration, the sanitary authorities of the different Public Administrations may, within the scope of their competences, adopt the measures provided for in this Law when sanitary reasons of urgency or necessity so require. "

For this reason, a series of actions have been adopted these days, which will be expanded or modified depending on what the health authorities establish, as well as by the Government of the Region of Murcia and by the central Government.

Essential services

It is considered a priority to adopt the necessary measures to guarantee at all times the continuity of the basic public services provided by the City Council, such as the Local Police, Fire, Civil Protection, SEMAS, the Public Health Service, the Comprehensive Water Cycle and others, as well as the urban public transport, in which disinfection measures will be carried out in accordance with the protocol of the Murcia Region for Public Transport.

Senior Centers and Women's Centers

The centers for the elderly and for women throughout the municipality are closed from Friday, March 13 to April 20.

Municipal cultural centers, libraries and study rooms

All activities organized in cultural centers are suspended from March 13 to April 20.

All the authorizations for use granted in the aforementioned spaces are suspended

From this date, the programming of the cultural centers will resume, extending the season until the end of the activities.

However, the cultural centers will remain open without activities as many of them are the offices of the Municipal Board or associations exclusively for management activities.

The municipal libraries and study rooms from Friday, March 13 to March 29.

Municipal theaters, auditoriums and museums

All performances scheduled from March 13 to April 20 in theaters and auditoriums will be suspended.

They will be reprogrammed later, depending on the availability of the artistic companies.

Citizens who have purchased their tickets may request a refund.

All authorizations for the use of these spaces are suspended.

The Museum of Science and Water is closed.

The exhibition halls and the other municipal museums will remain open, although all activities are suspended during this period, including guided tours and school visits.

Youth Centers

All activities in the El Palmar, La Nave and 585 m2 youth spaces are suspended for the same period, although they will be open to provide information to young people and associations that have their work points in them.

Likewise, #Murciasemueve activities scheduled for March 13 are suspended and postponed, Murcia Plays for March 14 and 15, Spring Welcome for March 20, European Workshops and Projects on March 23, Programming Networks for free time , from March 13 to April 20 and the programming of the language club during that period.

Sports centers and activities

All official competitions of all national, regional and municipal sports disciplines are suspended

Sports facilities are closed, except for training of professional and / or senior category teams, which will be behind closed doors and as long as they do not exceed 25 people.

Circumstantial rents are suspended.

Sports activities in pavilions and swimming pools are suspended from March 13 to April 20.

The sports centers under administrative concession, La Flota, Inacua, Verdolay, Cabezo de Torres and JC1, with continuous sports activity, are recommended to close the facilities.

All sporting events scheduled during the aforementioned period are postponed, among others, Disc-golf at CF Barnés, the II Solidarity March of CP Cristo Rey, Rugby Schools Tournament at Monte Romero Stadium, Primary and Secondary Olympiads at Colegio Limonar at Monte Stadium Romero, Monteagudo College Olympic Day, CP Juan XXIII Olympics, CP Hellín de las Heras sports days in Javalí Viejo sports center, V Solidarity Race CP Sán Félix, popular race Mercamurcia and Zumba Pabellón José María Cagigal.

Activities in educational centers of the municipality.

Infant schools

Also suspended is the #MyCiudadEnseña program aimed at students from educational centers in the municipality.

All authorizations to use public schools for activities outside school hours are suspended.

All educational activities and school outings promoted by the different municipal services in all educational stages are also suspended or postponed, in accordance with the instructions of the Autonomous Community.

Municipal nursery schools are closed from March 16 to March 29.

Weekly Supply Squares and Markets

The supply squares will be kept open, although additional cleaning and hygiene measures will be adopted, as well as those that guarantee greater control in food handling.

Different criteria are established for the installation of weekly markets, depending on the number of stalls and supply needs in food.

The weekly markets of La Fama and Santa María de Gracia are suspended with effect from Thursday, March 12 and until April 20.

The markets that are installed in the districts of Puente Tocinos, El Palmar, Beniaján, Espinardo and Sangonera La Verde are kept open, exclusively with respect to food stalls and up to a maximum of fifty, suspending the authorization of the rest of stalls and clothing and other articles, from March 13 to April 20, which will allow the reduction of capacity and the occupation of the entire space to keep a safe distance.

The rest of the smaller weekly markets remain open.

Other activities planned on public roads

The Sports Festival, River Festival and other events scheduled in the Huerta Week and the Jazz Festival are postponed.

Civil Wedding Celebrations

The celebration of civil weddings in the Plenary Hall is maintained, although the capacity of attendees may not exceed 25 people.

Internal organizational measures

The holding of the exercises of oppositions to Technicians and Laboratory Assistants scheduled for April 2 is postponed, since more than 100 people are registered.

Physical evidence of oppositions to local police is maintained, for being held outdoors and not involving a large accumulation of people.

The Murcia City Council will adopt the organizational, conciliation and risk prevention measures for municipal staff.

In terms of occupational risk prevention, all staff are recommended to limit non-essential face-to-face meetings and encourage the use of videoconferences.

On the other hand, face-to-face training activities for employees of the Murcia City Council to be carried out between March 13 and April 20 are canceled.

Finally, within the municipal organizational section, the holding of local sessions, meetings or forums, protocol acts, inauguration and the like are suspended in the municipal offices and in particular in the assembly hall of the Moneo Building, which have an attendance greater than 25 people.

Guided tourist visits organized by the Murcia City Council are suspended from March 13 to April 20.

Regarding non-municipal guided visits, it is recommended to follow the recommendations of the CARM, which establishes a suspension period of three weeks.

The Board of Directors of Aguas de Murcia scheduled for Friday March 20, will be held by video conference for attendees from outside the Region of Murcia.
