Academic experts and researchers agree on participation as a key piece in the diagnosis of the Circular Economy Strategy (01/03/2020)

The third sectorial table for the elaboration of the diagnosis of the Circular Economy Strategy of the municipality gathered last February 17 more than 20 experts from the academic field, research centers, technological and technical centers of the Autonomous Community.

"This process served to get to know first hand the opinion of these professionals in key aspects for the development of the future strategy, as well as the initiatives that are being carried out in the municipality," highlights the Councilor for Urban Agenda and Open Government, Mercedes Barnabas

The mayor emphasizes as the first of the conclusions drawn from the third work dynamic the participation and experience of these professionals in various circular projects for years and their active involvement in training activities in this sector.

Participants identified different Circular Economy initiatives that are carried out in Murcia related to consumption, waste management, sustainability in urban spaces, mobility, cross-cutting policies and water management.

Among the elements that should facilitate the implementation and follow-up of the Circular Economy Strategy, the participants agreed to give continuity to the table of experts, the awareness of the local administration to sensitize its citizens, the creation of technical committees, training in this matter, as well as participatory processes such as the one being carried out.

Regarding the barriers, attendees highlighted the lack of citizen information and awareness, the legislative burden to move towards circular models, as well as the need for economic and personal incentives trained in the subject.

The opportunities presented by the circular economy are varied.

Thus, the companies stressed the optimization of costs as their own expansion takes place, together with the necessary involvement of the local administration to improve environmental education and awareness about the planet's conservation.

The experts also proposed two common objectives: to focus the strategy on the competences at the municipal level and to create the real bases of sustainable development, which allows making progress compatible with the conservation of natural resources.

Second phase of the participatory process

The celebration of this table is part of the so-called participation phase, established in the diagnosis of the Circular Economy Strategy, to which we must add two other participation tables already held: the first, which had the municipal technicians, and the second, in which public concessionaires, companies and other entities participated.

The participatory process will be extended throughout the months of March and April by conducting a citizen consultation consisting of personal interviews, a questionnaire open to the entire population through the website www.estrategiamurcia.es and the mailbox of the citizen, also accessible on said portal.

“The citizen participation and transparency with which the process is being carried out are essential elements for the correct development and implementation of initiatives that affect the future of our city,†highlights Mercedes Bernabé, who added that “they allow us to know about first hand the decisions, concerns and challenges that are presented to us in the face of the next elaboration of the municipal strategy of Circular Economy â€.
