The City Council strictly complies with state, regional and local legislation on agricultural burning (27/02/2020)

The City of Murcia is the only one in the Region that is offering orchards and farmers alternatives to the burning of agricultural pruning in order to promote compliance with regulations.

The Plenary approves to provide the Municipal Boards with manual pruning crushers, and implement alternative environmental measures to the farmers of the municipality.

The Local Police imposed 140 complaints last year for illegal burning.

So far this year 25 complaints have been imposed, the last one, on February 23.

The City of Murcia strictly complies with state, regional and local legislation on agricultural burning.

The municipality is the only one in the Region that is offering orchards and farmers alternatives to the burning of agricultural pruning in order to favor compliance with regulations.

Thus, the Plenary has approved this morning to continue with the alternative measures to the burning of agricultural pruning that are already being implemented, such as crushing, composting, information and awareness to users about other modes of agricultural pruning management, as well as the implementation of containers for the recovery of the aforementioned pruning remains.

It has also approved the provision of municipal pruning shredders to the Municipal Boards to respond to the existing demand and the creation of a working table with farmers' associations and irrigation communities, in order to jointly analyze the different actions implemented and others that could be proposed.

These measures are added to those already implemented thanks to the agreement with ASAJA, whereby the crushing of ecological branches began last September, a pioneering procedure in the municipality of Murcia that, in addition to avoiding agricultural burning, offers A new life to crushed branches as compost that retains soil moisture and improves fertility.

The City of Murcia has also urged the regional government to, by virtue of its environmental competencies, adopt an active attitude towards this problem and add to the provision of environmental alternatives to farmers in the municipality.

Strict compliance with regulations

Together with these pioneering initiatives in the Region, the City of Murcia is carrying out monitoring and control of compliance with the applicable regulations on agricultural burning.

In this sense, the Local Police has imposed 140 complaints in the last year for illegal burning, more than double that in 2018, and so far in 2020 it has imposed 25 complaints, the last one, on February 23, guaranteeing strict compliance of the law.

Clear instructions

The Environment Service gives clear instructions to the Local Police and to the Fire and Rescue Service on current legislation related to burning of plant residues.

These instructions are as follows:

1.- Agricultural burns are generally prohibited throughout the municipality of Murcia in accordance with State Law 22/2011.

2.- The Autonomous Community only allows agricultural burns in an exceptional way "to prevent the spread of pests, reduce their population, mitigate their effects or achieve their eradication of certain crops and pests," as established in the order of October 19 2017, which dictates the phytosanitary measures to be adopted in case of accumulation of plant debris.

3.- In this exceptional case, the municipal ordinance will be applied, which requires prior notification to the Local Police or to the Fire and Rescue Service that these burns will be carried out.

4.- Local Police or Fire and Rescue Service may give specific instructions or even decide on the convenience or not of burning, indicating to the interested party the need to deliver the waste to an authorized manager.

5.- The City Council and Asaja maintain an agreement thanks to which a crusher is made available to farmers.

Both entities work on the extension of the agreement to incorporate more alternative means to agricultural burning

6.- Burns are strictly prohibited, even if they are exceptional, when the air pollution protocol is activated.

7.- The Local Police is strictly complying with the current State, Autonomous and Local legislation.
