The Municipal Corporation unanimously approves a motion to fight against gambling (27/02/2020)

The Municipal Corporation has taken another step in the fight against gambling.

This morning there has been a unanimous motion in the municipal plenary, consisting of a total of 20 points, to urge the central, regional and local government to launch different actions to prevent gambling addictions.

Thus, the City Council will develop and implement a Youth Ludopathy Prevention Plan "that not only serves to educate and train the youngest, but also parents to be aware of this reality and can act in the best way possible".

Different programs on gambling addiction will also be included in the Guide to Health Promotion Programs.

In addition, and within its competences, the PGOU will be modified, establishing a specific use (now included with "shows and entertainment" in 3.5.4) related to gambling and betting (betting rooms, recreational machines, casinos ) and establish, based on health, environmental and urban planning competences, minimum distances between premises destined for that specific use, and others destined for educational, sanitary uses, and any other that is considered worthy of that protection.

Likewise, the possibility of forcing the premises destined for game use to open windows to the outside will be studied, avoiding the isolation of those inside.

Another of the points includes the modification of the outdoor advertising ordinance, prohibiting advertising in betting premises, beyond the name of the owner, forcing to place clearly visible posters alerting to the risks of the game and providing access data to specific health and care resources.

Advertising of gambling halls and online bookmakers on public roads and in the transport network will also be restricted, and sponsorship or similar agreements will not be signed with sports entities that advertise gambling houses or gambling halls in their training teams with underage players and players.

The agreements also include strengthening the formation of the Local Police so that they become familiar with the most common infractions related to gambling and gambling, particularly in the access of minors, legally disabled persons and persons with access to the game. legally restricted.

As for other administrations competent in the matter, the motion includes urging the Governing Council of the Region of Murcia so that it in turn urges the Government of Spain to increase the restriction regarding the advertising of gambling rooms businesses in the media, and in turn to take measures to make mandatory prevention and prudence messages on online portals and places where bets are made in person.

Likewise, the Government Council of the Region of Murcia is requested so that it in turn urges the Government of Spain to reinforce, through the National Police, controls in Game Rooms, preventing the entry of minors and persons registered in the General Registry of the Game of the Region of Murcia.

The Municipal Government and the Regional Government Council are also urged that, from libraries, study rooms, cultural centers, social centers of regional or municipal ownership, the connection to online gaming pages be inhibited, as well as in all public work centers of its competence;

since the installation of merchant establishments related to gambling and betting is not allowed in any building owned

Both administrations will carry out an active collaboration with the associations of attention to the gambling diseases, providing them with the necessary means -of those that may be available- so that they can continue with the work they have been carrying out.

Other measures, all of them urging the regional government, which includes the approved document are the following:

- That the necessary political and legislative measures to consider Ludopathy be addressed in the whole Autonomous Plan on Drugs, as the National Government has done in September 2018, with the National Plan on Drugs.

- That the Law of the Game be modified, establishing, among other aspects, the minimum distances between game rooms and schools (schools, institutes ...), health centers, and any other sensitive to the risk of addictions, without prejudice to the distances that may be established by municipalities in their urban regulation.

- That information and training activities be carried out in the Secondary Education Centers to deepen the use made by young people of online and betting games and the possible problems arising from this use.

- That protocols be made that accelerate the access of people affected by ludopathy to specific health resources.

- That before granting an authorization for the installation of a Game Room, a report is requested from the City Council where the establishment is located in which, among other aspects, compliance with current law is taken into account.

- That the signature of a second person in the General Register of the Game, of the prohibitions of access to premises and gambling and betting rooms, be considered as a rule.

Finally, the motion includes requesting the clubs of the different sports disciplines of the municipality to collaborate so that the sport is not identified with the bets, assuming their social responsibility, eliminating the advertising of bookmakers or gambling halls in all their teams training with players and underage players.
