Murcia will recover the Old Jail as a public space at the beginning of next year (21/02/2020)

The Government Board awards the rehabilitation and commissioning works of the I phase, which will begin next March.

The City Council works in parallel in the elaboration of a project that will be developed in the Torre de la Marquesa street and that will involve the extension of the sidewalk adjacent to the building, giving the space a large pedestrian and landscaped space

The Governing Board has approved in its session this morning the award of the rehabilitation and commissioning works of the I phase of the Old Jail, which will allow the work, which will be extended for 10 months, begin next month of March.

Thanks to this action, part of its heritage will be returned to Murcia as a new bright, open and participatory meeting point, which will house permanent activity, without physical, hourly or generational barriers.

The City Council works in parallel in the elaboration of a project that will be developed in the Torre de la Marquesa street and that will involve the reordering of the parking area and the extension of the sidewalk adjacent to the building of the old provincial prison, giving the space of a large pedestrian and landscaped space.

Likewise, the Committee of Experts on Cultural Matters convened to study the different uses of this property has defined the Old Prison as a "cultural emblem of a versatile nature".

According to the minutes of the conclusions of the meetings of this team of experts "the coincidence is unanimous when considering that the architectural and spatial structure of the building (cross floor, with large adjacent courtyards), its uniqueness and its history, demand a space of fusion of influences and cultures, of an open nature, not specialized in a specific discipline ".

Thus, it is established that "the public space should not be enclosed with rigid uses, but should be defined with a flexible character, open to any influence or future trends in cultural and avant-garde matters".

They also advise "to keep the cells on the ground floor of the East module, with an area of ​​196.5 m2, in order not to lose the memory of what was inside the building as a whole and provide a multitude of spaces of different dimensions and possibilities , creating a wealth of space and uses. "

Experts estimate that adjacent courtyards can be used as terraces, for projection or cultural events during summer.

"It would be about creating a cultural and versatile 'mall', a fusion of leisure and culture, without specialization in a specific discipline," the conclusions indicate.

They also propose to keep the planned audience because its extension is architecturally unfeasible.

It also indicates the need to enable entry spaces and lateral waiting, in order to directly access the auditorium area.

In this sense, it is stated that the subsequent access to the auditorium through a perimeter vestibule is essential for its operation

The central area of ​​the panoptic should be clear, bright and flexible.

This space is considered as versatile and can accommodate various activities while being configured as the nerve center of the project flows.

Intervention on more than 1,300 square meters

The final execution project of 'Rehabilitation and putting into use of Phase I of the former provincial prison of Murcia' prepared by IH Architects, winners cpo 'Muros Etéreos' of the public ideas competition, provides for an intervention that will allow rehabilitating a total area of 1,321 square meters, distributed in 642 m2 of the ground floor and 679 m2 of the first.

Phase I of the project includes the rehabilitation of the main building or main access, located between the Circular Square and Primo de Rivera, and its surroundings, with garden areas and new pedestrian access from different sides of the building.

The basic proposal will establish the homogeneity between the two phases: the first one that affects the head of the building, and the second one that encompasses the rear part of it.

For this, the precondition will be the demolition of the walls and the incorporation of the prison yards to the urban layout, 'making it possible for an aggressive and hostile building to be transformed into a building for everyone's enjoyment and completely permeable and open to the city, where the neighbors can travel, both perimeter and through the existing courtyard, without architectural barriers'.

In this way, the result of the project will be a space open to the city, permeable and respectful of the existing architecture, historical memory and environment.

The proposal is essentially to open the old prison to the urban fabric and connect it with it, seeking the recovery of the property and adjacent spaces, with a visual connection and real entrance to the existing courtyards and the creation of permeable elements that replace the walls outer and inner perimeter, which will be demolished practically in its entirety - except for the one adjacent to Correos -, keeping the watchtowers and part of the wall, while the west and south courtyards, originally closed, will become linked and leveled squares to the city

The objective is to open the prison space completely, link it to the city, generating wide and friendly spaces.

A coherent integration with the history of the site, rehabilitating elements of historical memory, but also reinterpreting spaces for the proposed new uses.

The final project maintains the current facades and also contemplates the maintenance and restoration of the old watchtowers of the perimeter corridors.

With respect to the roofs of the building, the zenith light will be sought by means of two triangular skylights to the facade of Primo de Rivera Avenue, and the reconstruction of the panoptic.

The remodeling plans to generate public spaces organized by exempt nuclei located in the two buildings of the property, with access with reception on the ground floor.

Currently, the right and left wing of the main building are separated by the patio and two terraces on the first floor.

The proposed intervention raises the connection of both wings through a glazed module located on the rear facade of the building, so that the perception of the main facade to the Primo de Rivera Avenue does not change.

The works will be carried out by the UTE Orthem Servicios y Acticiones Amburales SAU and Wenceslao García, Pinturas y Decor SA for a total amount of 1,906,800 euros, within a period of 10 months.

Project Timeline

September 28, 2016: The mayor of Murcia, José Ballesta, and the dean of the Official College of Architects, Rafael Pardo Prefasi, sign the agreement to hold the preliminary project competition for the rehabilitation and use of the Old Jail.

April 12, 2017: The Governing Board approves the rules of the contest for the selection and development of rehabilitation projects and putting into use the building of the Former Provincial Prison of Murcia.

April 26, 2017: Conference on the rehabilitation of the Old Prison in which different expert speakers in management of cultural spaces and architects experts in rehabilitation and change of use of historic buildings participate.

May 19, 2017: The Governing Board gives its approval to the resolution of the consultations and clarifications on the content of the administrative and technical bases by which the preliminary project competition with the intervention of a jury for the rehabilitation and commissioning use of the building of the former Provincial Prison of Murcia.

June 27, 2017: The Contracting Board registers the 25 registrations of multidisciplinary teams to be part of the preliminary draft competition with jury intervention for the rehabilitation and use of the building of the former provincial prison

July 14, 2017: The Governing Board approves the appointment of the jurors and the list of the 25 multidisciplinary teams that are submitted to the preliminary draft competition for the rehabilitation of the Old Jail.

September 22, 2017: The Government Board accepts the grant of 14.7 million euros for the development of the Murcia IT Strategy.

Innovation + Tradition of the Operational Program for sustainable growth 2014-2020 of the European Regional Development Fund (ERDF), thanks to which the works of the Old Prison are financed.

September 25, 2017: A total of 23 teams of architects of the 25 who registered present their preliminary plans for the rehabilitation and use of the building of the former provincial prison.

October 17, 2017: The Contracting Board approves the list of 20 technical teams that will compete in the preliminary draft competition for the rehabilitation and use of the building of the former provincial prison, excluding the rest for not complying with the established conditions .

The building of the former Provincial Prison of Murcia is listed as a Singular Element and is characterized by its architectural layout in cross plan, creating a set of separate rooms and the existence of landscaped courtyards.

It was built in the early twentieth century, opened in June 1929 and closed in 1981.
