The Ombudsman opens investigation to the City of Murcia for failing to comply with the order to rebuild the Mill of Oliver (12/02/2020)

The AJVA Association denounced in December before the Ombudsman the breach of the order issued in 2010 by the then City Councilor of Town Hall

Since the attempted demolition in 2008, whose works paralyzed the Planning Department, the Mill of Oliver is abandoned and suffers the accumulation of garbage, weeds and remains of decomposing animals

AJVA requires full compliance with the firm resolution issued by the City of Murcia itself in 2010, which included the reconstruction of the building in addition to a fine, and rejects the installation of a metal and wood pergola

The Ombudsman has informed the AJVA Association of the opening of an investigation to the City of Murcia for failing to enforce its own order to rebuild Oliver's mill, issued in 2010, after the attempted demolition of the aforementioned building two years before, in some works in Aljucer in the acequia Mayor Alquibla.

The high commissioner of the General Courts for the defense of fundamental rights thus responds to the request of this association from Almeria to clarify the reason why, 10 years after the urban sanction issued by the then Town Planning Councilor prior agreement of the competent bodies, the reconstruction of the building known as "Oliver's Mill", which was ordered while imposing an economic fine on those responsible for the work, has not been executed.

The AJVA Association has been defending, from the moment of the attempted demolition of the building in January 2008, that this important monumental building must be conserved and rebuilt in its entirety, the main element of the civil heritage of the Aljucer district, and a fundamental point of the division of the waters of the irrigation of the Huerta de Murcia in its south zone, the Inheritance of Alquibla or Barreras.

Last December, this entity from Alicante sent extensive information to the Ombudsman, accompanying the complaint about the inaction of the City of Murcia, as well as a documentary and photographic dossier on the state of abandonment of the mill and the main milestones that have occurred since 12 years, with the attempt of demolition, as well as for 10 years, when the firm sanction was ordered that ordered its reconstruction.

AJVA requires that the order issued in 2010 by the City Council itself be undertaken at once and without further delay, and made based on land and cultural heritage legislation, without any "escape route" that makes miss this element for the use and enjoyment of all the people of Almeria, and all Murcia and visitors who want to know this element of the Hydraulic Network of the Huerta de Murcia.

For the entity, the announcements made last year, with landscaping in the area and the installation of a metallic and wooden element in the mill space, do not respond to what was dictated in 2010, nor to what was agreed by the successive Municipal Boards, nor is what the people from Madrid have been claiming since the same year 2008. Oliver's mill is an eighteenth-century building located on the main barrier of Barreras or Alquibla, opened as a Property of Cultural Interest (BIC), which also featured on its facade a heraldic shield, also BIC, currently deposited in the Archaeological Museum of Murcia until its return to Aljucer on the facade of the Mill.

The mill has its roots in the middle ages, since the village of Aljucer has been one of the main centers of the distribution of the Murcian irrigation system, being born several ditches in the surroundings and at the foot of the mill itself, as well as the mill center of the entire Huerta for several centuries of Murcian history.

Oliver Mill Heritage Studies Center

Since 2019, the AJVA Association has promoted the initiative called "Center for Heritage Studies Molino de Oliver", to promote the study and protection of cultural heritage and especially linked to the Hydraulic Network of ditches in the Huerta de Murcia, an ancient legacy Murcia heritage, at high risk of disappearance.

With this initiative, the association has proposed that, once the "Oliver Mill" has been rebuilt, it will be endowed with the use as a space for research and dissemination of the cultural heritage of the Huerta de Murcia.
