The PSOE discharges a battery of questions to clarify the contract of the Road Cleaning and Waste Management service (10/02/2020)

The socialist spokesman, who points out that "municipal contracting needs light and stenographers", asks for information on the land to expand the facilities of Cañada Hermosa, for awareness campaigns and for operators destined for the city and districts

The councilors of the PSOE affirm that "we have been scandalized by the testimonies of two workers of the concessionary company of the Crane"

The Socialist Municipal Group has participated this morning in the Commission for the Revision of Large Contracts, where the one corresponding to the Road Cleaning and Waste Management service (awarded to Cespa-Ferrovial) has been discussed, on which they have presented a battery of questions to know in detail the degree of compliance with the specifications.

After this Commission, the socialist spokesman, José Antonio Serrano, who has been accompanied by councilors Enrique Lorca, Carmen Fructuoso and Andrés Guerrero, explained that "the first thing we want is to show our satisfaction with the call of this body, which exists at proposal of the PSOE and that is not celebrated, in spite of its enormous importance, with the periodicity that should be ".

That said, he added that "we are absolutely convinced that municipal contracting needs light and stenographers, it requires complete transparency to avoid falling into opacity and suspicion again and again."

Specifically, on the Road Cleaning and Waste Management contract, which is the one that has been dealt with in the aforementioned Commission today, "we must remember that it is the jewel in the crown, which was signed for 20 years and around of one billion euros, "said Serrano, who also said that for this concession they committed" many improvements that we do not know if they have been met. For example, has anyone seen any of the 34 containers adapted for the disabled? ".

"But this is just an example of a series of doubts we have, because we want information on three outstanding issues: What happened to the land that Cespa offered to expand and improve the facilities of Cañada Hermosa? How many operators are destined to each of the services, in the city and in districts? And last but not least, if it was planned to invest two percent of those billion in awareness campaigns, how much has already been spent and what has been the impact of those actions? "said the spokesman.

These issues are part of the more than thirty questions we have raised in the Commission, where we have also requested detailed information on the conditions in which the fleet of vehicles is located because another agreement was to replace them with zero emission ones.

In this sense, Cespa committed to the balance of CO2 emissions until reaching zero, but there is no data in this regard. Also, the Socialist councilors have been interested in scholarships, with annual funding, which were to be disseminated through of the municipal boards.

Crane Service

On the other hand, during the Commission for the Review of Large Contracts the operation of the service has been put on the table and, according to Serrano, "we have been scandalized by the testimonies of two workers of the concessionary company, which, apparently, has been able incur in an illegal assignment of workers. "

Therefore, at the request of the PSOE, visits will be made both Cañada Hermosa and the Crane facilities (this afternoon) to obtain information on both services on site.
