The Social Council faces the six major challenges for Murcia in 2030 and opens a public participation process (04/02/2020)

Six Sectoral Work Tables will define the City Strategy for this decade.

José Ballesta: "We have the strength of a shared project and the direct involvement of civil society in this process of transformation that we started four years ago and to which all Murcians are called to participate."

Murcia is a national and European reference for its city model and has been selected by the Ministry as the city to develop the pilot experience of implementing the Spanish Urban Agenda.

The mayor realized the fulfillment of the ten motor projects of the 2020 Strategy, which today are "tangible realities".

The mayor of Murcia, José Ballesta, presided today the first meeting of the mandate and constitutive session of the Social Council of the City, the citizen participation body of an advisory nature composed of representatives of the most representative economic, social, professional and neighboring organizations of Murcia.

“The direct involvement of Murcia civil society through the Social Council and the participatory process that we begin today will result in the design of the Murcia City 2030 Strategy, which will respond to six fundamental challenges of this next decade: territorial, medium environment and mobility, social cohesion, talent and culture, open government and innovation in public management, as well as economic development and external projection, â€said the mayor of Murcia.

"We have the strength of a shared project and the direct involvement of civil society in this process of transformation that we started four years ago and to which all Murcia, each from their field, are called to participate," said José Ballesta, who added that “what today are tangible realities, such as Murcia Río, the recovery of the city for pedestrians and cyclists, the Greenway of the South Coast or the Special Investment Plan in Pedanías, have been actions that have been behind the unanimous support of Murcian society â€.

The Social Council is made up of fifty local associations of commerce, consumers, neighbors, festive and traditional, elderly, sports, professional associations, financial institutions, disability, garden, irrigators, business, trade unions, universities, cultural, women, environmentalists, congresses ...

Six Sector Tables and a public participation process

After this first meeting, in which the new members of the Social Council of the City have taken possession, made up of fifty organizations, associations and social groups of the municipality, a total of six will be constituted over the next few weeks Sectoral Work Tables that will establish the set of priorities for action to face the main challenges that Murcia will face during this decade.

The different Sectoral Tables, made up of members of the Social Council, will carry out a process of dialogue and debate that will have as a starting point the Initial Diagnosis prepared in collaboration with the University of Murcia.

This initial document will be enriched giving rise to a Shared Diagnosis that will be released in June 2020.

In addition to the Sectoral Tables, this Shared Diagnosis will have the contributions of citizen perception surveys (both face-to-face and online) that will be carried out until June, network analysis with in-depth interviews with key stakeholders in the municipality, as well as citizen tables formed by between 7 and 11 people selected randomly, with balance in their composition and equitable territorial distribution (city, garden and field).

Once the diagnosis has been made, the Murcia 2030 Urban Strategy will be formulated, which will be validated by the Plenary of the Social Council in the last quarter of 2020. At that time, the execution of the agreed actions will begin.

The model of the City of Murcia, a national and European reference

“Murcia is a reference city in the national and European sphere in urban development policy, since we are the City Council of the peninsula that more funds Feder has captured and we also have a high degree of implementation, which has positioned us to the head of Spain in the execution of said financing, â€explained José Ballesta.

This positioning has meant the choice of Murcia by the Ministry of Transport, Mobility and Urban Agenda as the city to develop the pilot experience of implementing the Spanish Urban Agenda, the strategic planning instrument aimed at prioritizing the sustainable development of cities in The next decade.

In this project Murcia shares leadership with the city of La Coruña.

Balance Strategy 2020: objectives met

On the other hand, José Ballesta gave accounts and reported on the current state of the Murcia City 2020 Strategy, based on five development models (social, territorial, cultural, productive and smart city) and ten motor projects that are now a reality.

1) AVE and expansion of the southern zone.

The burial of the train tracks is one of the largest investments made throughout history in the municipality of Murcia.

Currently all phases are tendered, awarded and under construction.

The South Connection project is underway, which recovers the centrality of the southern neighborhoods and districts, uniting people, removing barriers and creating new spaces for living together like this garden.

The more than 200,000 m² that previously occupied the roads to develop new public spaces such as green and recreational areas and new business areas will be recovered.

It will involve direct investment of 35 million euros for urbanization and revival of these areas.

2) Murcia Rio.

The largest river and leisure park in the municipality.

The opening of this river walk and the new river motes complete the large gardens already executed in these four years, which is the culmination of a city project that has meant the integration of Segura as the great structuring element of the Huerta de Murcia With the town center.

The set of actions of Murcia Río I already completed add more than 65,000m2 of new green public spaces.

3) Large structuring equipment.

-San Esteban.

Awarded the project for the musealization of the site that will be made compatible with the recovery of the square.

The works cover an area of ​​12,400 square meters and are valued at 17 million euros.

Currently in the drafting phase.

-Artillery barracks.

Pavilions 1 and 2 of the Artillery Barracks recently recovered with an investment of 3 million euros, represent a new cultural center of reference of more than 5,400 square meters.

-Craft of the Arab Wall.

The itinerary has 3 kilometers and 3 different itineraries.

387,000 euros have been invested and the work was completed in December 2019.

4) Recovery of the city for pedestrians and cyclists.

Opening of Alfonso X El Sabio Avenue.

The most important pedestrian itinerary of the municipality of 15,000m2, which runs along the monumental axis that connects the river and La Glorieta, with Belluga, Trapería and Santo Domingo Square to La Circular;

covering an area of ​​50,000 m2 (equivalent to 5 soccer fields).

This is the culmination of a City Project in which traffic has been reduced by 95%.

The bicycle is introduced in the heart of the city.

The construction of more than 37 km of bike lanes in the heart of the city has placed Murcia as one of the 10 cities in Spain with more bike lanes, with 0.32 meters of bike lane per inhabitant.

In global terms, the municipality has 123 kilometers of cycle paths, between segregated bike lanes (76.95 km), sidewalk lanes (12.55), cyclocalles (6.81) and friendly roads (26.77) .

5) Recovery of the heritage of the Huerta.

The Plan of Action of the Huerta de Murcia has made possible the recovery of more than 125,000 m² of historical heritage.

The hillside of the Castillo de Monteagudo (60,000m2, the expropriation of the land concluded), the Molino del Batán, Zarandona (6,100, action completed), the Molino del Amor, the Albatalía (3,700, in execution), Molino de la Pólvora, Rincon de Beniscornia-Guadalupe (940, in execution) Casa Torre Falcón (185, project under development) and recovery of the environment of Rueda de la Ñora (17,800 m² project under development), the acquisition of Castillejo and Hondón (34,592 m² action finished) and the Almunia del Rey Lobo (3,000 m² in archaeological excavation)

6) Recovery of natural heritage.

Recovery of the Contraparada.

An innovative and avant-garde point of reference for the dissemination of the natural, cultural, landscape and historical legacy of the Huerta de Murcia.

The City Council has also participated in the reforestation of spaces such as Los Polvorines Park with the planting of more than 1,200 carrascos pines and 500 shrubs in its 60,000 m², the Segura river bank that has recovered its native species and the river meanders.

7) Special Plans of Unique Places.

Pier.

The Special Plan of the Malecon aims to establish the guarantee of conservation of a space of high environmental, monumental, cultural and historical interest, and the safeguarding of the surrounding agricultural environment.

Among the basic objectives of this plan is the protection of the elements of the Malecon, the enhancement of its communication with the river, both visual and pedestrian.

Monteagudo

The Monteagudo Special Plan includes conservation measures and use of the environment of the Historic Site of Cabezo de Torres and Monteagudo.

Specifically, the need to apply urgent measures for the protection and conservation of cataloged goods, cleaning of areas used as landfills and removal of dry vegetation, excavations and archaeological catalogs, burial of underground power lines and urban adaptation.

The plan that is in the process of participation and acts on more than 1.5 million m².

8) Urban Landscape Improvement Plan.

Ordinance against noise and to guarantee neighborhood rest.

Approval of the declaration of zones of special acoustic protection in Murcia Center, its delimitation and zonal plans.

Parks and gardens.

In the last four years, green spaces for family leisure have increased by 300,000 m2, from 3.74 to 4.05 million m2.

They have planted about 600,000 flower plants, more than 37,000 shrubs and 11,000 new trees, which has led to the withdrawal of more than 8,000 tons of CO2 from the atmosphere.

In addition, the City Council has built 88 new parks and gardens in the city and districts, a total of 203 new playgrounds, created 69 new areas of gerontogimnasia and enabled 46 areas of canine recreation.

9) Consolidation and impulse to neighborhoods.

The ADN-Urbano initiative has been carried out in Santa Eulalia, El Carmen and La Paz, improving public spaces, fostering coexistence and neighborhood participation.

10) Performances in districts.
