The Suggestions and Complaints Commission begins the process of participating in the draft of the Organic Regulation (18/12/2019)

The Special Commission of Suggestions and Claims, chaired by the Councilor for Urban Agenda and Open Government, Mercedes Bernabé, has met this morning to continue with the process for the final approval of the draft of the Organic Regulation, which the previous commission met last Once on April 11.

In this way, it has been agreed to start the participation process for which the draft will be posted on the municipal website where it will be exposed for 15 days pending possible considerations.

“Likewise, the Commission will meet again the first week of February to report on this process, which will continue with its approval at the Governing Board and then be ratified by the Plenary, exposed to public exposure, and published in the BORM before its entry into force â€, explains the mayor.

Meanwhile, the current regulation found in Title IV of the Regulations for Citizen Participation in 2005 remains in force.

Purpose and functions of the regulation

The regulation will try to control the operation of the activity of said commission, created for the defense of the rights of the neighbors before the municipal administration.

This body informs the Plenary, through an annual report, of the claims presented and of the deficiencies observed in the operation of the municipal services, specifying the suggestions or recommendations not admitted by the administration.

The draft establishes that people interested in submitting complaints and suggestions to the City of Murcia, whether on the operation and performance of the municipal administration or dependent entities, will have a response to their initiative within a maximum period of one month.

Likewise, the results of the claims will be communicated to the interested party within a maximum of three months.

To process these issues, the City Council will create an Administrative Unit for Suggestions, Complaints and Claims whose function will be to manage the issues brought by the neighbors, which will be reported to the Commission and will make an annual report, where it will detail and analyze its activity.

Said document will be submitted to the Plenary for consideration within three months.

According to these regulations, all municipal services are obliged to send the documents received in their department to this unit and will have a maximum period of 20 working days to inform citizens about the actions carried out.

The Special Commission will meet every four months, having its operation periodically.

However, the president may call extraordinary meetings when there are matters to be addressed or requested by at least three of its members.
