Martínez-Oliva: "The PSOE of the ERES can not give lessons of expired contracts or of patronage or management" (16/12/2019)

The Councilor for Citizen Security and Economic Management, Eduardo Martínez-Oliva, has responded to the spokesman of the Municipal Socialist Group, José Antonio Serrano, the following:

The PSOE of the ERES can not give lessons of expired contracts or of patronage or management in any place when 'self intervene' the accounts of Andalusia.

Murcia socialists are unaware of the operation of municipal intervention and contracting bodies.

Reparation procedures are common in administrative processes, and in the case of the Parks and Gardens Contract, it is produced by the resources brought by the companies that were left out.

We are launching an action protocol on the expiration of contracts in force and the new tender procedures.

According to the Intervention Service report, in the contractual processes there are imponderables arising in the contracting processes such as the interposition of resources that obliges the Central Court of Contractual Resources to paralyze these processes

An example of this is the maintenance contract for parks and gardens on which several of these resources were filed, so the Court interrupted the contractual process for more than six months

Everything that is being done conforms to the legislation because it is provided for in articles 215 and following of the Law of Local Haciendas.

We talk about a regulated process that occurs in almost all public administrations

The reports of the different municipal services justify the reason why the repair and payment to the suppliers is necessary.

This process and once the Plenary has been informed, the Intervention is transferred to the Court of Auditors.

In an administration such as the City of Murcia, objections arise, which are exceptions, every year.

It is necessary to solve them for the proper functioning of basic services that cannot be stopped for a single day.

If Mr. Serrano prefers that we do not act according to the law and Murcia stop receiving certain services, let him say so openly
