The technical commission between the City Council and the Ministry for the construction of the West Perimeter Interceptor Collector will be held on November 25 (13/11/2019)

The Councilor for Sustainable Development and Huerta, Antonio Navarro, held a working meeting in Madrid this morning with the General Director of Water of the Ministry for Ecological Transition, Manuel Menéndez, in order to study the status of the various pending infrastructure and necessary to minimize damage in case of heavy rains in the municipality of Murcia as the West Perimeter Interceptor Collector and preventive works.

Navarro has requested the urgent call of the technical commission between the administrations, which will finally be held on November 25, in order to address the tender and urgent contracting of the works of the West Perimeter Interceptor Collector to begin immediately.

The councilor explained that "we can not wait any longer. This work is pending since 2004 and is absolutely necessary for our municipality. It is an infrastructure that the Mayor has demanded on countless occasions and that from the Ministry have been promising for years," said the mayor

This collector, 7 kilometers long, is included in the Special Plan of Hydraulic Infrastructures North Zone (PEIH).

It begins its layout in the hamlet of Churra and flows into the Segura River in the area of ​​Rincón de Beniscornia.

It will intercept the rainwater generated in the Ramblas de Churra, El Puntal, Espinardo and Guadalupe.

The City of Murcia wrote the basic infrastructure project and sent it to CHS, which finished its writing a few months ago.

There are currently two sections executed: the first by the developers in the urbanization ZP-Ch3 in Churra (IKEA) and the second by the City Council in a section of the Costera Norte road in the hamlet of El Puntal.

Also in the meeting other pending issues related to both administrations have been discussed, such as the expansion of the Murcia East treatment plant, the demands of the Irrigation Community of Valdelentisco, the meanders abandoned in the Segura river and the recovery of the Contraparada hydraulic system.

As for the preventive works that will minimize the effects of heavy rains in various parts of the municipality, thus avoiding that some roads have to be cut off to traffic, construction stands out as the main action, in the upper part of the Rambla de Churra, of Espinardo and El Carmen by the Segura Hydrographic Confederation, of small dams that serve to retain water and laminate the peak flow.

This action complements the function of the west rainwater interceptor by reducing the input flow to it from each of the intercepted basins, allowing the evacuation capacity of the interceptor to be increased.

In relation to the Murcia East treatment plant expansion, Antonio Navarro explained that "due to the need for infrastructure, we request that the procedures for the execution of the WWTP extension and a tertiary treatment be expedited to reuse the purified water for irrigation of agriculture and public gardens. "

The proposal to expand the WWTP that the CHS initially designed established an increase in capacity of 87,500 m3 / day, resulting in a total capacity of 187,500 m3 / day, following the same treatment criteria, influent quality and effluent quality that the current ones.

However, this extension proposal did not include the execution of a tertiary treatment to reuse purified water for irrigation of agriculture and public gardens.

Regarding the Irrigation Community of Valdelentisco, the formalization of an agreement for the extension of up to 44 hm³ of the Valdelentisco Desalination Plant has been studied in a public-private partnership regime and to consolidate the current and emerging agricultural, industrial and services activity in the areas determined by the Council of Ministers of February 7, 2003 and which are underfunded, as well as to meet the needs of human supply.

It also seeks coordination between administrations to solve the needs of the Irrigation Community, currently in training, and establish a monitoring commission or similar, as a permanent framework, which guarantees the correct and reciprocal information and transparency in the management of the desalination plant. .

"This requires the proactivity of the CHS and the General Directorate of Water regarding the authorization of the constitution of the Irrigation Community of Valdelentisco," said Navarro.

Regarding the meanders of the Segura River that have been abandoned after the Avenues Plan is channeled and that is no longer a functional part of the public water domain, the Ministry is requested to participate in the Murcia Rio project through the PIMA ADAPTA fund program Europeans for projects to combat climate change.

In the meeting the situation of the hydraulic system of the Contraparada has been dealt with, which, as the councilor has pointed out, requires urgent action, due to its historical importance and its state, worsened by the recent and aggressive floods of the Segura River.

The City Council has already granted works license to the Board of Landowners.
