The Plenary approves the draft budgets for 2019 (26/09/2019)

The municipal Plenary has approved, with the votes in favor of the Popular Municipal Group and Citizens, and against the Municipal Socialist Group, Podemos-Equo and Vox, the draft budgets for 2019.

Now this document will be publicly exposed for a month to be subsequently approved in plenary.

The Councilor for Citizen Security and Economic Management, Eduardo Martínez explained that "with the budget of the year 2019 we guarantee the development of the strategic projects that have been built so far, we lay the first stone of the new strategic projects that will begin in the new mandate and we continue betting on decentralization ".

"In addition, there is a firm and firm commitment to the fiscal reduction since, for the sixth consecutive year, taxes and their CPI are not increased. Thus, in the IBI there has been a very significant reduction since the expected revenues are 107 , 5 million euros when, in the past year, there were 119 million, this is 12.4 million less, "added the councilor.

Martínez-Oliva also stressed that "investments increase by 2.4%, close to 39 million euros, while the direct expenditure per capita inhabitant is 15.7% exceeding 8%."

The City of Murcia fulfills its commitments established in the Murcia High Speed ​​agreement for the underground arrival of the AVE to the municipality and in 2019 Phase 0 and the annuity corresponding to Phase 1 have been financed, for a total of 12,826,000 euros .

Other important investments included in this project include improvements for the West Industrial Estate (700,000 euros), improvement of roads and sidewalks in neighborhoods (one million euros), improvement of roads and sidewalks in districts (1.4 million euros, which joins the direct investment capacity of the Municipal Boards that is above 6 million euros), new gardens (2.3 million euros), expropriation of land (3.1 million euros), new headquarters Civil Protection (466,000 euros), promotion, regeneration and renovation of municipal housing (600,000 euros), libraries and study room (2,150,000 euros), lawn renewal on soccer fields (500,000 euros), school renovation and nursery schools (1.4 million euros).

The total expenditure per inhabitant that this budget contemplates is 948 euros, being that of the last year of 936, while the indebtedness per inhabitant is reduced from 360 to 352 euros.

Martínez-Oliva has emphasized in his speech that "we have a Law on Local Haciendas dating from 1988, although its consolidated text is from 2004, which has been completely outdated and overwhelmed by the reality presented by municipalities today. Equality, I always ask myself the same question: When will it be up to Local Corporations? When is a new model of local financing? When are we going to ensure that a city like Murcia does not receive less funds from the State than other similar cities? Why does Valencia receive € 429 per inhabitant, Malaga € 407 / h, Zaragoza € 392 / h, Madrid, Barcelona, ​​etc. and Murcia only € 221 / h? This is never talked about, we are always postponed to arrive to an agreement first with the Autonomous Communities and then we will go to the municipalities, but since the first one does not occur, the second one does not arise, much less arrives ".

The mayor has explained that "the City Councils continue assuming, because of the neighborhood demands that are not ours, that do not correspond to us but as a responsible and close administration we perform them. But the thing unfortunately does not stop there, despite all this the Municipalities are the most guarded, most controlled and most limited administrations, being as we are the only ones compliant with the public deficit. "

In his speech, Martínez-Oliva recalled that "the city council permanently has a Damocles sword called the Expenditure Rule, whose non-compliance implies submitting to the approval by the Ministry of a Financial Economic Plan that limits our autonomy and our capacity, even when in a satisfactory economic-financial situation. I think the time has come for the City Councils, regardless of the color they are and regardless of who governs in other institutions to raise our voices, want us or do not want to hear us, it is necessary that someone understand that we are the angular piece on which the welfare of citizens revolves and we cannot be the last to assume our demands. "
