The Municipal Corporation requires that Murcia be declared a catastrophic zone after the passage of the Dana (26/09/2019)

The municipal plenary has unanimously approved an institutional declaration in which various agreements are collected so that the municipality is subject to aid provided for in the regulations after the passage of DANA.

Thus, the text includes support for the request that the Region of Murcia be declared by the Council of Ministers, as soon as possible, "area seriously affected by a civil protection emergency" in accordance with Law 17/2019 of 9 of July, for which the Government of the Region of Murcia is urged to quickly assess the damage caused by this "cold drop" and claim how many aid and investments are necessary for the repair and prevention works to be committed urgently.

The Government of Spain is also requested a moratorium of 5 years (repayment and interest) in the return of loans granted through the ICO to the City Councils of the Region of Murcia for payment to suppliers, so that they can allocate these Amounts to repair tasks of the damages suffered and prevention of new catastrophes.

Another of the points collected is the request to the Government of the Region of Murcia and the Government of Spain to carry out all the actions that are within their reach to ensure that the European Union is actively involved allocating funds for all reconstruction tasks , repair and prevention necessary.

It also requires the inclusion of the municipality of Murcia in the declaration as an area severely affected by a civil protection emergency, expanding the aid contemplated for this purpose by Royal Decree 307/2005, which regulates subsidies in response to certain needs arising emergency situations or catastrophic nature, and is established in the procedure for granting.

This institutional declaration proposes the creation of a protocol of real collaboration between the offices of assistance to the victims of the municipal boards and the different affected municipalities to inform the neighbors of the necessary documentation to provide for the request for aid, and the realization of a balance and economic quantification of damages in private real estate and publicly owned infrastructure, which will be accompanied by the request for a declaration of the catastrophic zone.

On the other hand, the CHS is required, as established by the Water Law, the urgent cleaning of the public channels that run through the municipality of Murcia and that are within its competence and the Government of Spain is requested to prioritize the execution of the Essential Perimeter Interceptor Collector projects for the municipality of Murcia.

In addition, the Municipal Corporation expresses the feeling of condolences to the families of the deceased victims as a result of the storm, the feeling of solidarity and support of the municipal corporation to all affected municipalities and the municipal thanks to citizen collaboration, both individuals and companies , organizations or associations, as well as all the municipal services that have deployed all their work and effort in these days.

All this agreement will be transferred to the Regional Government, Government of Spain, Parliamentary Groups of the Regional Assembly, Hydrographic Confederation of Insurance and the Insurance Compensation Consortium.
