A technical study will lay the foundations of the urban transport reordering of the municipality (28/06/2019)

The Governing Board has approved the specifications for contracting this work that will allow the tram and buses of the city and, above all, districts, to work in a coordinated manner and meet the mobility needs of Murcia, as well as ensuring economic and environmental efficiency.

Among other aspects, the possibility of creating perimeter lines of connection between districts or between these and large centers of attraction (hospitals, universities, etc.) will be studied without having to stop or transfer in the center of Murcia.

It will include a proposal of lines and stops, schedules, frequencies, travel time, travel demand, fares, fleet, intermodality and design of high capacity bus exchange points with bus and tram services.

The Governing Board has today given its approval to the specifications for contracting the technical assistance that will serve as the basis to define the new management model of the urban public transport lines of the municipality.

To do this, all aspects that affect the service will be addressed: routes, frequencies, intermodality, environmental efficiency, rates, priority, etc.

This reordering is essential to carry out the incorporation of the urban lines that currently provide the service between Murcia and districts, whose ownership is of the Autonomous Community and which will become municipal.

It is also in line with the Mobility Plan announced by Mayor Ballesta, which will involve the start-up of the tramway, a new long and medium distance system, 100% clean, which will serve about one million people in the city. metropolitan area of ​​Murcia, with a route of 40 kilometers that will connect the municipality from east to west and from north to south.

The objective is that the public transportation system in Murcia, formed by the tram line and the buses, operate in a coordinated manner and meet the mobility needs of Murcia, as well as ensuring economic and environmental efficiency.

Connected districts

The design of the new model will take into account technical advances such as infrastructures, mobile material that incorporates new and better features, new technologies and the development of information systems that can favorably influence the provision of regular transport and thus guarantee mobility. throughout the municipal territory, and in a special way, in the districts.

This technical study will have a first action that will determine the degree of sustainability, from economic profitability, service efficiency, environmental impact and intermodality, since there will be points of connection between regular lines of travelers from districts, for communication by transshipment with the city center.

It will also study the possibility of creating perimeter lines of connection between districts or between these and large centers of attraction (hospitals, universities and others) without having to stop or transfer in the center of Murcia.

Coordination with the train and the tram

Subsequently, in a second action, the coordination between this model will be carried out with the guidelines set out in the Regional Transport Director Plan and its interrelation with the interurban lines of metropolitan area that converge in the city of Murcia.

In the new transport model the bus lines will be coordinated with the tram, as well as with the railway, both high speed and commuter rail, and its integration with bicycle transport, also taking into account other actions in terms of traffic, platforms segregated or shared, dissuasive parking and other integrations.

The study will include a functional proposal (average working day, Saturdays and holidays, night service on Fridays and Saturdays), with lines and stops, schedules, frequencies, travel time and endowment, travel demand, rates, vehicle fleet, intermodality and design of the main points of modal interchange of high capacity buses with buses of districts and tram.

In addition they will have to elaborate an economic proposal with the estimation of operation costs and comparison with the current costs, and estimation of income by tariff.

Priority regarding private transport

Likewise, the awardee, in his analysis of the network, will reasonably propose the implementation of bus lanes in those roads that he considers most appropriate, as well as infrastructures in stops and the implantation of systems that allow to prioritize the public transport in bus with respect to the private vehicle ( traffic light preference, in turns and intersections, dissuasive parking lots and others).

For the realization of this technical document, the awardee must perform at least 5,000 surveys that are added to interviews with the presidents of the municipal boards in order to know in detail the mobility needs of the inhabitants of the different districts and neighborhoods.

In any case, the new urban transport model must be designed in such a way as to obtain an efficient use of the public resources used, including the adequacy of the vehicle fleet currently providing services, insofar as it is perfectly compatible with the criteria environment and accessibility for people with reduced mobility.

The City Council, through the Department of Sustainable Mobility and Youth, will invest in this study, which will have to run in 6 months, 268,530 euros.
