Housing adapts the ordinance to make the granting of rent subsidies more effective (22/03/2019)

The Governing Board has approved today the draft of modification of this norm that, among other improvements, reduces the required documentation to the applicants and adapts the subsidies to the reality of each moment.

It gives the opportunity to establish different amounts depending on the rental market in each neighborhood or district or incorporate new groups of preferential attention.

The City of Murcia wants to be more effective in the aid it grants for the payment of rent by families in a situation of special need.

One way to achieve this will be through the reform of the framework ordinance that regulates these subsidies, which is endowed with greater flexibility in order to better respond to the demands of each moment.

Unlike what happens so far, the new regulation introduces, among other aspects, the possibility of graduating the economic amount that is granted each year, taking into account the fluctuations of the rental market, or establishing different amounts based on the average price of a neighborhood or district.

Likewise, the project of modification of the Municipal Ordinance Regulatory of Economic Benefits in the matter of Housing, that this morning has received the approval of the Governing Board, perfects and improves the procedure and simplifies the documentation that must be provided by the applicants, who can avail themselves to the responsible statement to complete the requirements.

It is, in this way, to adjust the norm more to the reality of the moment.

To do this, the result of the previous year will be observed to adapt the following call to the new situation and establish the most appropriate aid at the time, include some new preferential attention group or modify some other aspect, without needing to change the ordinance, which requires a more complex administrative procedure.

Thus, today we have given the green light to the modification project, which must subsequently go through the Plenary information commission, before its initial approval, public exposure and final approval.

The objective of these economic aids to rent a home is to finance a part of the rent of the tenants of housing in the free market, to groups of families with limited economic resources and in a situation of special vulnerability, in order to facilitate their access to a dwelling and / or guarantee the permanence in the environment where they reside.

Annual public announcement

Every year, a public call for subsidies under the ordinance is made, which is now modified.

This regulation defines and regulates economic aid for the temporary lease of housing, designed to facilitate the permanence on a rental basis to family units with limited financial means, when the requirements are met, including:

- Proof of ownership of a lease for a home located in the municipality of Murcia.

- All members of the family unit must be registered in the same house in the register of inhabitants of the municipality of Murcia.

- The beneficiary and holder of the lease must be registered in Murcia for two consecutive years and immediately prior to the date of the application.

Victims of gender violence will be exempt from this requirement.

- Have weighted annual incomes comprised between 0.5 and 2.5 times the IPREM, referring to the whole family unit and prove that rental income in annual computation exceeds 25% and does not exceed 75% of joint income.

- In the case of being a victim of gender violence, you will not be able to live with the aggressor

Preferred groups are considered to be single-parent families to access these aids;

with a member who is a victim of gender violence;

large families;

with any member affected of recognized disability, with degree equal to or greater than 65% or dependence in Grade III;

affected by eviction proceedings for foreclosure, excluding the payment in lieu, that have taken place over the last ten years;

included in professionalized social support projects, both public and private entities;

or victims of terrorism.

657 families benefited from the aid in 2018

The City of Murcia increased in 2018 by 51.3% the funds allocated by the Housing Service to help families to pay the rent and, to a similar extent, the families benefited by these grants.

Thus, last year 657 families had municipal funds to contribute to the payment of their rent, compared to 419 that did in 2017 and 266 in 2016. This represents an increase of 56.8% in 2018 compared to the previous year and the 147% over 2016.

Similar increases occurred in terms of budgets.

In 2018, budgetary funds increased by 51.3% in relation to 2017 and 114.15% compared to 2016.
