Now Murcia challenges the list of works in the Old Prison in the face of the planned destruction of part of the facade, as well as the intended uses, filled by a restaurant-bar (06/03/2019)

-The municipal training has addressed a letter to the Councilor for Finance, as well as Mayor Ballesta, to amend the specifications of the rehabilitation contract of the former Provincial Prison and comply with the cultural protection form of the PGOU

-Now Murcia has claimed that the walls of the Old Prison are not demolished, since intrinsic elements to the construction would be lost, as well as the configuration of spaces, the facades would disappear and the General Plan provision would not be fulfilled, which indicates that any action must aim "to recover the original image of the property"

-The municipal group also alleges that instead of the recovery of the building and a space for memory, the use of a restaurant-bar has prevailed, as well as a store, leaving for cultural space an assembly hall and a small meeting room. exhibitions.

Now Murcia has submitted allegations to the contract documents of the work of "Rehabilitation and use of Phase I of the building of the Old Provincial Prison of Murcia."

In two separate letters addressed to the Mayor of Murcia, José Ballesta, and the Councilor for Hiring, they have urged them to correct the errors they contain as well as the breaches that arise from the study of these documents.

The municipal group stresses that "a work has been proposed that significantly alters the perception of the building, diffuses the image of the whole and disfigures its original conception as a prison, which is why it was protected by the General Urban Plan in its Catalog of elements protected, which also led him to be considered Well Cataloged for its Cultural Relevance, protected by the Cultural Heritage Law of the Region of Murcia.

Now Murcia requires compliance with the provisions of the protection sheet of this cultural element of the city, which literally states that "ANY ACTION ON THE FACADES SHOULD HAVE TO RECOVER THE ORIGINAL IMAGE OF THE BUILDING, AS WELL AS ITS VOLUMETRY" in addition to the " PRESERVATION OF THE CURRENT SET ".

For this reason, this municipal group demands that the proposed demolitions of the perimeter walls be removed from the project, demolitions that would prevent the correct interpretation of the complex, leaving the sentry boxes isolated and replacing walls with metal profiles and colored lights, which is in contradiction with the forced "recovery of the original image of the building".

According to the project's report, in its initial description, "the outer and inner perimeter walls will be demolished practically in their entirety" where "they will install a latticework of metal profiles".

In this same sense, Now Murcia points out that the partial demolition of the roof of the main facade to place two large backlit luminaires, which would mean an emission of light into the street, also collide with the conservation of the facade and would lose its original image and current.

Uses of the building

The municipal training has also indicated that "the project that is now going to tender is very ambitious in terms of the recovery of the building for city and neighborhood uses, which is in need of cultural spaces that are being claimed by their neighbors in the Last decades According to the project, the adequacy of the entrance building, which is the only one included in this project, will go to restaurant-bar and store, leaving only a 100m2 room and a small exhibition room without specific intended use.

With all this, practically the entire ground floor of the only building where it is going to act is intended for non-cultural uses, which is shocking, when the work involves an investment of around 2 million euros that will not end up generating a concrete sociocultural space and previously defined.

This decompensation in the distribution of spaces, according to Now Murcia, "is one more example of the lack of cultural project of the mayor Ballesta and his councilman Pacheco, who carry out unconnected actions and without a global project of the municipality, as we have been denouncing since 2015" .

Space for historical memory

For now Murcia also lacks an essential part of what has been claimed both in the municipal plenaries and from the associations of Historical Memory and neighborhood platforms: a space for Historical Memory and the memory of the victims of Franco's repression that were imprisoned in this prison.

Beyond the conservation of "a zone of cells", as the project points out, "it is necessary a space where explicitly and declaratively, the City of Murcia and public institutions recognize the meaning of this place, the damage caused to the victims of repression, as well as serving as a "meeting point for the Historical Memory in the municipality of Murcia, where to teach the generations what happened in this space and the collective meaning it has for the Murcian and Spanish society".

Unjustified delays

Finally, the municipal training has highlighted that "the Old Prison, whose recovery has been announced by Mayor Ballesta since 2015, accumulates numerous delays, as all the projects announced by this mayor." Now Murcia denounces that the PP government team announced in 2017 that the works in the Old Prison would begin in the first semester of 2018, but the incompetence of the PP has been demonstrated to fulfill any of the terms and announcements that they have been repeating in four years.
