The training of employees and the offer of new places, bets for the modernization of the City Council (27/02/2019)

José Ballesta: "The efficiency of public resources, transparency and equality are the principles that govern our corporate policy, which has a priority objective: to provide a better service to nearly half a million Murcians."

The permanent dialogue has achieved milestones in these four years, such as the approval of the Collective Agreement, the first List of Job Positions and the largest Public Employment Offer, with a total of 1,458 places.

The mayor of Murcia, José Ballesta, accompanied by the Councilor for Modernization of Administration and Urban Development, José Guillén, today offered an assessment of the policy on personnel of the last four years, in which the City Council has made a firm commitment for the training of public employees and the largest Public Employment Offer has been approved with a total of 1,458 places.

José Ballesta wanted to "recognize the work of the more than 3,000 public employees currently working in this Administration, which is responsible for serving the seventh capital of Spain" and stressed the need to "continue improving, streamlining and modernizing municipal services, to provide a better service to about half a million Murcians ".

For this, the City Council has approved the largest Public Employment Offer in history, which includes a total of 1,458 places, of which 953 are free and 505 correspond to internal promotion, betting on the professional career of municipal employees.

Regarding the training of personnel, from June of June 2015 to February 2019 there have been 527 training actions, with a total of 11,586 participants -each employee has made an average of four courses in the last three years-.

Regarding the selective processes, a total of 210 calls have been made with a volume of 60,000 applicants.

Negotiating table: permanent dialogue

José Ballesta presided this morning at the Moneo the meeting of the General Negotiating Table, which includes the representatives of the union sections represented in the City Council (CC OO, SPLRM-ATABAM, UGT, CSIF and SIME) and in the that all political groups are present.

Thanks to the permanent dialogue and joint work, in 2016 the City Council approved the Agreement on Working Conditions and the Collective Agreement of Public Employees of the municipality of Murcia 2016-2019;

a measure that has been unanimously backed by all union sections following the recent accession of the SIME.

In total, "a total of 98 meetings have been held with the union sections in the different committees," said the mayor.

Efficiency of public resources and transparency

Another of the measures reached over the last four years has been the approval of the first 'List of jobs in the City of Murcia' (RPT), a document that prioritizes the efficiency of public resources and municipal transparency .

The first municipal organization chart includes a total of 3,164 jobs distributed in 57 municipal services.

"The TPN is the basis on which the entire staff structure of the City Council is built, a tool at the service of the modernization and optimization of public resources and the improvement of attention to the residents of Murcia," explained José Ballesta.

To optimize human resources and redistribute them efficiently, the constitution of Quality and Efficiency Tables has been approved together with the representatives of the workers, to study, service by service, personnel needs, thus achieving a better redistribution of the municipal staff and a better service to Murcia, optimizing resources to the maximum.

Equality and improvement of working conditions

Likewise, the Governing Board has approved this same month of February the preparation of the first Equality Plan for companies, employees and employees of the City of Murcia, placing equal opportunities between women and men as a strategic principle of municipal corporate policy.

In this period they have also recovered 35 hours per week, the working conditions of public employees have been improved, promoting their professional training, applying incentives for early retirement, the sickness discount scheme has been modified, compensation adjustments have been made and specific training in the Local Police and Fire Service, improved social assistance and reconciliation of family and work life, etc.
