Murcia will be the first Spanish city, together with Coruña, to elaborate the action plan of the Urban Agenda 2020-2030 (01/02/2019)

In this way, Murcia will be the first Spanish city, together with Coruña, to prepare the action plan of the Urban Agenda 2020-2030, a document that will establish the plans related to the municipality's sustainability, integration, equity and social cohesion.

In September 2015, more than 150 Heads of State and Government met at the Sustainable Development Summit and adopted the 2030 Agenda. This Agenda contains 17 universally applicable goals that seek to achieve a sustainable world by 2030.

In compliance with these commitments, the Ministry of Public Works is preparing the Spanish Urban Agenda 2030, a strategic and non-normative document that seeks to guide the meaning of sustainable urban policies with social, environmental and economic objectives.

From this point of view, it aims to be an instrument at the service of all Public Administrations, within the scope of their respective competences and mainly of the Town Councils, to promote improvements in the areas of regulation and planning, financing, governance, knowledge, transparency and participation.

For the preparation of the Spanish Urban Agenda, a broad participation process is being developed, in which the City of Murcia is actively participating in two working groups:

Urban Initiatives Network (RIU) of the Ministry of Finance, through the Spanish Urban Agenda working group.

Spanish Federation of Municipalities and Provinces, working group of Local Entities for the Spanish Urban Agenda.

In the Plenary Network of Urban Initiatives held last year, the Ministry of Finance announced its intention to have one or two Spanish cities to serve as a pilot experience in the design and implementation of the action plan of the 2030 Spanish Urban Agenda.

In this context, the City of Murcia, after verifying that it met the requirements, ran as a reference at the headquarters of the Spanish Federation of Municipalities and Provinces, specifically in the working group of Local Entities for the 2030 Spanish Urban Agenda.

Murcia meets all the criteria to be able to champion this initiative, because it has approved a DUSI strategy with a previous work that is required for the action plan, has signed the Covenant of Mayors, has a plan in terms of adaptation to change climate, mobility, accessibility and circular economy among other aspects.

The methodological design that the municipality of Murcia will follow for the implementation of the Urban Agenda Murcia 2030 is based on the experience accumulated in the processes of strategic reflection carried out in recent years.

In this way and after complying with all the procedure requested by the Ministry of Development, Murcia has posted on the web www.estrategiaciudad.es the methodology for the implementation of the 2030 Urban Agenda.

Protocol of collaboration with the General Directorate of Architecture, Housing and Land of the Ministry of Public Works for the incorporation of the Action Plan of the Spanish Urban Agenda 2030 in Murcia

As a previous step and a necessary requirement for Murcia to be a pilot experience in the design of the action plan for the implementation of the 2030 Spanish Urban Agenda, the City Council must proceed to sign a Protocol of collaboration with the General Directorate of Architecture, Housing and Land of the Ministry of Public Works for the incorporation of the Plan of Action of the Spanish Urban Agenda 2030 in Murcia.

This Protocol exemplifies the commitment of the city of Murcia in the practical and real development of the Spanish Urban Agenda throughout the next period.

It is expected that this agreement will be signed once the Council of Ministers approves the Spanish Urban Agenda 2030, approval that is expected in the coming weeks.

Likewise, together with the authorization of the signing of this Protocol of collaboration, a Memorandum of Understanding will be signed between the United Nations Program for Urban Settlements (UN-Habitat) and the City of Murcia in order to establish a framework for stable collaboration between both parties in everything related to sustainable urban development.
