The City Council brings and accelerates social attention to Murcia (30/01/2019)

The improvement of primary care has benefited from the territorial restructuring of the service carried out by the City Council, which has reduced the ratio of population per professional and the waiting time from the appointment request.

Among the services provided are the procedures related to dependence, situations of loneliness, cohabitation, gender violence, social bond of water and light, as well as the provision of emergency aid, etc.

Conchita Ruiz: 'With the new organization we achieve a greater homogeneity in the attention that citizens receive, regardless of their residence, and they can at least attend

The plan to improve primary care of municipal social services launched by the City of Murcia in the spring has increased the number of social professionals from 32 to 42, creating 9 new social work units to set up a network of 40 teams .

"With this territorial reorganization we aimed to increase the quality of the attention provided to citizens and facilitate the conditions of access to the public system of social services to all the population of the municipality and I must state that we are fulfilling these objectives," explained Conchita Ruiz, councilor of Social Rights and Development Cooperation, in the presentation of the new UTS of Santa María de Gracia.

This network is transversal and there are numerous and very diverse procedures that are carried out.

From everything related to dependence, to situations of school absenteeism, gender violence, social bond of water and light, in addition to the provision of emergency aid, etc., as well as numerous reports requested from education administrations, health, employment or justice.

The improvement in the service provided to Murcia and Murcia is confirmed in the data obtained in the social services of primary care.

Thus, the number of people served through prior appointment has experienced a notable increase, from 31,048 applications in 2015 to 32,345 in 2016 and 32,474 in 2017, while in 2018 it has increased to 37,029, 14% more than the last year.

This means that one out of every five families in the municipality received attention in the social work units.

At the same time, the ratio of population per professional has been reduced from 13,859 inhabitants in 2017 for each social worker to 10,559 in 2018. The example of the UTS Puertas de Castilla, which had a ratio in 2017 of 23,454 inhabitants per social worker, is significant. , reducing after the reorganization to almost half (12,421).

Situation tracking

This increase has meant that the coverage rate of the population through the previous appointment increased from 7.34 to 8.35%, reaching in some UTS, as in La Paz, 18.18% compared to 9.23 of 2017 or 9.26 in Puertas de Castilla compared to only 3.34% in 2017.

The average number of people served by each worker from 1,018 in 2017 to 882 in 2018 has also been reduced, which has allowed other professional activities to be carried out and to intensify the monitoring of situations that require greater attention.

Despite the increase of more than 4,500 people who requested an appointment with the social worker, the average waiting time to be attended since the request for the appointment has been reduced.

The reorganization of the network of social work units has made it possible to change some neighborhoods and districts to closer UTS and those that had more vulnerable population can dedicate their attention exclusively.

Better response times

Likewise, a more regular distribution of human resources has been made according to population criteria, people attended annually and files with professional interventions, increasing the number of professionals assigned to one of the UTS or increasing the number of days of care, reducing population ratios, cited people and files with intervention.

"All of them are factors with a clear impact on improving the care of professionals and the response times to demands, as well as in the processing of benefit files," said Conchita Ruiz.

In this way, the network of Social Work Units of the City Council consists of 40 teams after the creation of 9 new ones.

Thus, it is integrated by 12 in the Ciudad de Murcia sector (of the 7 initials, 5 have been added), 15 in Murcia Sur (14 have joined 1) and 13 in Murcia North (with 3 additions).

The new Social Work Units are those of El Progreso-Santiago el Mayor, San Pio X, La Fama, Santa Maria de Gracia and Vistalegre, Los Garres, Llano de Brujas, Zarandona and La Raya and the citizens of the neighborhoods and districts linked Each of them can be accessed through a prior appointment on the telephone 868 080 300, where it is also available in English and Arabic.

Simultaneously, those of El Palmar and Puente Tocinos are reinforced and the days of attention are increased in another important number of them.

Records of economic aid, dependency or basic insertion income

"With this improvement," Councilor Conchita Ruiz points out, "in addition to achieving a greater homogeneity in the attention received by citizens, regardless of their residence, at least 8,000 more requests will be able to be attended each year and the average waiting times will be reduced. appointment request with the social worker '.

Similarly, it is expected to significantly reduce the time periods for processing applications for the various types of benefits that are managed through primary care social services: financial aid, basic insertion income, benefits of the care system dependence and other social resources.
