Murcia now denounces that the city council fails to comply with UN recommendations on transparency and citizen participation (28/01/2019)

NOW MURCIA denounces that the City Council fails to comply with UN recommendations on public information and citizen participation.

Councilwoman Angeles Micol notes that "in recent years, councils and services of the City of Murcia are making publications in official bulletins for public exposure procedures in holiday periods, contrary to the provisions of European regulations and the Aarhus Convention, signed for Spain with the UN in 2005. "

Micol recalls that "Spain was warned by the Compliance Committee of the Aarhus Convention of the United Nations in its ruling of December 18, 2009, for the practices carried out by the Town Planning Management of the City of Murcia, after the entry into force of the Aarhus Convention ".

The municipal formation is going to defend a motion in the next Plenary so that the Consistory "stops doing this practice that attempts against transparency and against the principles of correct public information and citizen participation".

The proposal of Now Murcia, also, demands that the City extend the terms that are set for public exhibitions of municipal affairs in the official gazettes, so that they do not fall within the minimum number of days marked by the law ".

Regarding this second point, Angeles Micol recalls that "the UN Committee itself pointed out that given the complexity and the need to consult with experts, the legislation on land uses should be revised to extend the existing period of 20 days that are given in certain procedures, among which we could find Exceptional Authorizations for Public Interest or Reparcelling Projects, despite this recommendation the deadline set by the City of Murcia continues to be 20 days ".

About the publications in official bulletins for public exhibition procedures, the councilor insists that the City "on numerous occasions carried out in August, Christmas, Easter ..., in matters related to urban planning, environment, spatial planning or participation citizen. "
