The opposition considers that Ballesta "blocks the democratic control of the large municipal contracts" The formations request that the extension of the municipal tax collection contract be halted (28/01/2019)

The four groups of the opposition of the City of Murcia have denounced today that the government team of José Ballesta has blocked the Commission of Surveillance of the Contracting, whose mission is to review the outsourcing of more than five million euros to ensure compliance with what was agreed in the specifications, and request that it be convened, urgently, to finish evaluating the contract on the management of municipal taxes.

"What is Ballesta's fear that the opposition will comply with its audit work and know and evaluate the big contracts?", Asked the representatives of PSOE, Ciudadanos, Ahora Murcia and Cambiemos Murcia, who have explained at a press conference that "these represent almost 30 percent of the total budget of the City Council".

"The Government Team talks a lot about transparency but in practice it is demonstrated daily that obstacles are placed in the access to information, including councilors and councilors," they added.

Although the objective of the Commission, as a monitoring body, was to ensure the effective application of the principles of publicity, free competition, objectivity, transparency and efficiency, the Department of the Treasury has not convened any meeting since 2017, although this The body has demonstrated its effectiveness in sanctioning companies whose contracts it has been able to review (home help, three batches of school cleaning and the tax collection service).

The opposition also asks what reasons have motivated the councilor of Finance, Eduardo Martínez-Oliva, to announce the file of the sanctioning file on Tribugest, a company that is responsible for the collection of taxes since 2005, and the announcement of an extension of its contract, "when the Chief of Service issued a report in which she reported a serious breach".

According to what they have said, "it would be a scandal for the signing to take place on March 10".

In this sense, the four municipal groups have submitted a joint motion in which it is asked to paralyze it until an opinion is issued by the Commission.

"If carried out, it would be a blockade of the function of democratic control of political formations that represent the majority of citizens," they added.

They have also referred to the suspicions about Tribugest that we must add the bad practices in the assignment of workers, some of which were present in the room, and that the company belongs to a venture capital fund.

Therefore, "it is essential that your action be analyzed as soon as possible, also assessing the possibility of remunicipalization of the service, keeping the total current staff, who with more than 84 people, accumulate more than ten years of experience".
